COLUMBUS COMMON COUNCIL – SPECIAL COMMITTEE OF THE WHOLE MINUTES TUESDAY, SEPTEMBER 29, 2020 – 6:30 PM COLUMBUS CITY HALL 1. Roll Call: Council President Ryan called the meeting to order at 6:30 pm. Present: Council President Ryan, Mayor Thom, Alders: Adams, Gray (via Zoom), McCabe, Pyfferoen, Reid (arrived 6:34 PM); City Administrator Ellefson, Economic Development Director Schreiber (via Zoom). 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Adams, second by Pyfferoen to approve agenda. Carried voice vote. 4. Citizen Comments: None. 5. Review & discuss Designation of Official City Newspaper: Recommend approval of the Beaver Dam Daily Citizen at Regular Meeting. 6. Review & discuss Butterfly Trails Volunteer Park Master Site: Schreiber introduced a conceptual plan of the park layout, as well as phasing of potential improvements. Discussion about the grassy areas and timeframe to make those improvements was discussed, and additional details on cost and plans for seeding the area will be brought to the Regular meeting October 6. 7. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss the automatic renewal and options related to a contract for service to the City of Columbus: Motion by Pyfferoen, second by Adams to convene to closed session at 7:12 pm. Roll call vote unanimous 8. Reconvene to open session: Motion by Adams, second by Pyfferoen to reconvene to open session at 7:41 pm. Carried voice vote. 9. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically City Administrator/Treasurer 6 month review: Motion by Adams, second by McCabe to convene to closed session at 7:42 pm. Roll call vote unanimous. 10. Reconvene to open session: Motion by Pyfferoen, second by Adams to reconvene to open session at 8:51 pm. Carried voice vote. 11.
