COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, OCTOBER 20, 2020 – 6:45 PM
COLUMBUS CITY HALL
1. Roll Call: The meeting was called to order by Council President Ryan at 8:03 pm. Present:
Council President Ryan, Alders: Adams, Gray (via Zoom), Pyfferoen, Reid, Mayor Thom; City
Administrator Ellefson, City Attorney Johnson (via Zoom), City Clerk Goebel; City Staff:
Weiner, Meyers, Schreiber; interested citizens.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Thom, second by Adams to give the Chair flexibility to move agenda
items around. Carried voice vote.
4. Citizen Comments: None
5. Department Reports: placed on file: DPW Report – September 2020, Fire Dept. Report –
September 2020, Lifestar Report – September 2020, Police Report – September 2020
8. Review & discuss Summit Court snow plowing: Discussion whether to continue hauling snow
from private residences. Consensus to continue with this season but track costs and discuss cost
sharing for future. Forward to November 2 Regular meeting.
6. Review & discuss Fireman's Park Rental: Consensus to add insurance requirements to the
agreement and use recommended fees as presented but run the fees through the fee schedule for
the future. Forward to November 2 Regular meeting.
7. Review & discuss RFP for Columbus Statue: Discussion if Knights of Columbus will submit
RFP in writing or to re-issue. Return to COW.
9. Review & discuss SMA Hwy 73: Project slated between 2025-2028 from Faith Drive to Middleton
Street. Forward to November 2 Regular meeting.
10. Review & discuss Plan Commission recommendation regarding Certified Survey Map for
1045 LLC at 210 Dix Street: Forward to November 2 Regular meeting.
11. Review & discuss 2021 Budget: City Administrator Ellefson hi-lighted where the budget is at
time. Discussion when to publish for the public hearing. Return to COW.
14. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the
governmental body who is rendering oral or written advice concerning strategy to be
adopted by the body with respect to litigation in which it is or is likely to become involved:
Motion by Pyfferoen, second by Adams to convene to closed session. Roll call vote unanimous
13. Reconvene to open session: Motion by Pyfferoen, second by Thom to reconvene to open
session. Carried voice vote.
12. Convene to closed session per § 19.85(1)(c) to consider employment, promotion,
compensation, or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility, specifically employee
compensation: Motion by Pyfferoen, second by Thom to convene to closed session at 10:52 pm.
Roll call vote unanimous.
15. Reconvene to open session: Motion by Pyfferoen, second by Thom to reconvene to open
session at 11:12 pm. Carried voice vote.
16. Adjourn: Motion by Adams, second by Thom to adjourn at 11:12 pm. Carried voice vote.
