Columbus Public Works Department Report
Sept. 2020
The month of September for the Public Works Department was a busy month in the forestry
department. It also saw the departure of summer staff and our Director Zach Navin. Our
Department also started the rehab of Rotary Park playground equipment. Below are the
highlights of the month:
Pool landscaping project: removal of plants that were over grown and safety hazards
Grinding of 60 stumps throughout the City of trees that were remove by Water & Light
staff and Public Works staff
Tree removals on Hibbard St with Water & Light for the construction project
Removal of the downtown flower baskets and placed them into storage for the winter
Park maintenance, prepping ball diamonds for weekend league, placed new address
signs on the Rest Haven and the Scout Cabin
Safety classes with MEUW & weekly safety training in house
Building of new benches and tables donated by Rotary club that were placed at Rotary
Park

via Columbia County Dispatch. Lifestar was requested three times for paramedic intercept services; two
times by Rio EMS and once byCambria EMS.

Lifestarfailed to meet the response guidelines for one call in the month of September. Lifestar was
requested for a call on 151 at MM 114. It was not until the responding ambulance arrived at that mile
marker and advised dispatch that they were not finding anything that they were then updated by
Columbia County that the call was actually at MM 118. Failure to update the responding ambulance of
the correct mile marker resulted in a delayed response.

PERSONNEL:
Officer Dillon Donahue finished his field training program and is now on solo patrol.
The advertisement to fill the patrol officer vacancy closed last week. The response was very low. Those who accepted the
invite for the test and interview was the lowest number we have ever had and did not make it feasible to proceed. After
conversations with Police and Fire Commission chair and city administrator I extended the posting another month. I have
posted the position for an additional month in hopes of drawing additional applicants. If we don't, I will re-evaluate what
our options are.
This is not unique to us. Many are leaving the profession and fewer are choosing to enter it. There is a long list of departments
now hiring on the State of Wisconsin Department of Justice (DOJ) website. These factors definitely impact the number of
applications we receive.
BUILDING:
The video camera and microphone system in our 2 interview rooms experienced a fatal malfunction with its DVR where the
recordings are kept. Certain interviews are required to be audio/video recorded by law. This system was installed in 2009
when the city purchased this building. They were analog format and quality of the recordings was often an issue. We were
able to find a new, high resolution digital system and DVR for a very good price.
We were also able to purchase new high definition (HD) cameras and a DVR with some savings through the year to also
replace all cameras in and outside the police department. They were also analog and powered by a computer running
Windows XP. This system was also installed when our building was purchased in 2009.
Lieutenant Ward ran all the network cable to these new cameras in the nooks and crannies throughout our entire building.
He also programmed both DVR's and integrated them to the network so we can view them on any computer.
This saved us thousands of dollars in labor, otherwise this project would not have been possible.
FLEET:
Both new squads have been picked up from the dealer and are awaiting equipment installation.
In November I will be bringing forward a request to dispose of both squads to be retired via online auction as we have done
in the past.
TRAINING:
Four officers attended search warrant and subpoena writing training.
TRAFFIC ENFORCEMENT:
During September 2020, officers issued 96 traffic citations, 9 municipal ordinance citations and 96 warnings.
The speed grant has now concluded for the year. We will receive reimbursement from DOT for our enforcement time. We
ran a couple speed enforcement events, including on USH 151, where we commonly get speeding and reckless driving
complaints. The highest speed cited for was 104 miles per hour. Several citations were issued in the 90 MPH range.

FRAUD:
A resident who was closing on the purchase of a house in 2 days received an email purported to be from the title company
directing him to wire $34,100 for his down payment and closing costs. It included all the information needed to do the wire.
The email appeared to be from the title company he was dealing with, including the agents name, logo and contact info. It
was not. The gentlemen wired the money and discovered the next day it was a scam. It's most likely the title companies
system was compromised. The investigation continues.
We investigated a fraud complaint where a person called a pharmacy pretending to be from a local doctor's office, attempting
to call in prescriptions for herself. The suspect was identified, interviewed and arrested.
We took a report from someone who had an unemployment claim filed in his name. That matter is under investigation by
state and federal officials.
A resident also reported discovering by reviewing his credit report that someone opened a credit card in his name and
charged over $4000 to it. Serves as a good reminder to take advantage of your annual free credit reports, or consider a credit
monitoring service. Some credit card companies offer this as part of their services for no cost.

DESCRIPTION AND SCOPE OF PROJECT/ITEM WITH KEY ISSUES NOTED:
The Recreation Department would like to recommend to City Council members that groups
interested in renting the entire Fireman’s park for an event reserve the venue by completing the
Fireman’s Park Space Rental Agreement, keeping it separate from the Pavilion contract. The
Recreation Committee believes any park rental should have its own rental agreement separate
from the Pavilion Rental Agreement, which is what is currently used. Attorney Johnson created
a Fireman’s Park Space Rental Agreement
Currently, any group that wishes to reserve the entire park pays a rental fee of $500 plus a
$1,000 deposit; the City returns the deposit to the group reserving the space provided the
venues are cleaned and free of damage. Any deductions would come from the deposit. An
entire park rental includes use of the Pavilion, Open Shelters (2), The Scout Cabin, Green
Space, Rest Haven and the Concession Stand. Enclosed is a document to show the weekly
rental rate of those rentals. The City at this time does not rent out the Scout Cabin to residents
or nonresidents and the Green Space is included with a Pavilion rental.
In addition, the Recreation Committee would like to see a rate increase for rent. We would
suggest a rental rate of $1,000 for the first year and then $1,500 for each year after that.

Fireman’s Park Space Rental Agreement
This contract for the rental of a venue is made this day, __________________, by and between
The City of Columbus, hereafter referred to as the Owner, and _______________________,
hereafter referred to as the Renter.
Whereas, the Renter desires to rent, occupy, and make use of certain venue(s) within Fireman’s
Park in the City of Columbus located at 1049 Park Avenue, which may include the following (as
circled):
The Fireman’s Park Pavilion,
Open Shelters, specifically ________________
The Scout Cabin,
Green Space ,
The Rest Haven
Fireman’s Park Concession stand area, and
Whereas, the Owner agrees to such rental, occupation, and use in consideration of certain
payments and covenants herein enumerated;
Now, therefore, Owner and Renter agree to the following terms and conditions:
1. The Renter shall pay to the Owner the sum of $1,000 for deposit (One Thousand Dollars) at
the time the Rental agreement is submitted to the Owner. If the Rental Agreement is approved
by Owner, Renter shall pay to the Owner the sum of _________ as identified on the attached
rental schedule as rent no later than 60 days before the commencement of the rental period. At
no time shall the initial deposit be used to pay for the actual rent.
2. The Renter shall have access to and use of the venue(s) from 6:00 am to 10:00 pm on the
date indicated for hosting the Renter’s ______________________ event. Owner shall provide
to Renter all keys, access control codes, and other items necessary to give Renter such access
no later than the Monday before the rental period begins, and only after all payments have been
made pursuant to this agreement.
3. Upon surrendering the venue(s), and in order to have its deposit returned, Renter shall
remove all personal property, trash, and other items that were not present in the venue(s) when
Renter took control of it. Renter shall leave the venue(s) in a broom clean condition.
4. Upon Renter’s completion of its obligations, the Owner shall return to Renter the deposit
minus any amounts deemed necessary to repair damages inflicted upon the venue by Renter
and/or Renter’s associates, guests, invitees, contractors, and all other persons whatsoever who
enter the venue during the rental period, whether or not such persons did so with Renter’s
knowledge or consent.
5. Renter shall be liable for any physical damages, legal actions, and/or loss of reputation or
business opportunities that Owner may incur as a consequence of the actions of Renter or any
of Renter’s guests while Renter is in control of the venue, and shall indemnify and hold
harmless the Owner against any and all legal actions which may arise from Renter’s use of the
venue(s). If Owner is required to bring legal action against Renter to enforce or obtain a remedy
pursuant to this Agreement, Owner shall be entitled to recover Owner’s reasonable attorney
fees for prosecuting such action.
6. Any disputes arising under this Agreement shall be adjudicated in the Columbia County,
Wisconsin Circuit Court.

ITEM:_Update on Process to Determine Receiver of Statue_
DETAILED DESCRIPTION OF SUBJECT MATTER:
As noted in previous meetings, the RFP process received one response, although the
response did not address many of the elements of evaluation, and provided little detail
about how the statue would be used, where it would be placed, or if the plan would work
where proposed. Staff followed up with the Knights of Columbus on their submission,
but the individual was not able to provide additional information because the process is
being handled by a committee.
Since there has not been substantial progress towards determining the disposition of
the statue, it may be beneficial to re-issue the RFP, so all of the interested parties would
have the ability to submit their proposals.
Staff talked with Mike Walsh from the Knights of Columbus on 10-16 and he indicated
the Knights of Columbus committee for the statue was meeting over the weekend and
would likely have an update for the 10-20 meeting. Any submittals received from the
Knights of Columbus will be provided to council for the 10-20 meeting/

REQUEST FOR PROPOSAL (RFP) FOR CITY OF COLUMBUS
REUSE OF CHRISTOPHER COLUMBUS STATUE
Project Overview
The City of Columbus is seeking proposals for the re-use of a large fiberglass statue of
Christopher Columbus. The City is interested to consider how community and cultural
organizations may re-use the statue in or around the City of Columbus, although parties outside
of the Columbus area who have a serious interest in obtaining the statue may also submit
proposals for consideration.
Background
The City of Columbus recently removed a Christopher Columbus statue from Wisconsin
Department of Transportation (WISDOT) property. The Statue, the property where it was
displayed, money and memorabilia were transferred to the City of Columbus in 2012 at the
request of the 1992 Columbus Quincentennial Celebration, Inc. organization. In 2015, as part of
a State Highway 16/60 project, WISDOT expanded the Right of Way, and they took ownership
of the land where the statue was displayed. During the property transfer, WISDOT did not issue
a permit for the statue to remain in the Right of Way. The City Council recently voted to
remove the statue from the WISDOT land, but retain ownership in hopes of identifying a new
owner or caretaker group.
The statue is approximately 9 feet tall, with an extended arm and sword reaching
approximately 14 feet. The statue appears substantially weathered after many years exposed
to the elements without dedicated maintenance. A brief visual inspection revealed a fiberglass
base with several cracks near mounting holes and fissures running through the base, an old
bullet hole through the Spanish “Lions and Castles” flag, a faded and cracked finish on the
statue and various holes, cracks, and damage found throughout the fiberglass surface.

Criteria for Selection
Clarity and Feasibility: Respondent clearly details who they are, what their specific
proposal for the statue is, when their plan could be executed, where the statue will be
located, why the respondent wants to receive the statue (what is their goal or purpose),
and information related to how they plan to display the statue. Respondent should also
discuss how they intend to move the statue to its proposed location. Does the plan
seem reasonably achievable?
Capability: The respondent shall provide a description of their experience and ability to
accept the statue, implement their plan, and devote resources to maintain the statue
over time. Has the respondent existed for a substantial amount of time?
Permissibility: Respondent shall present information related to their ability to display
the statue as they propose. Respondents shall include information about the display
location, zoning suitability, and any permissions, permits, or approvals needed to
implement their proposed plan.
Local Benefit: How does the submission benefit the City of Columbus? If the submission
will not locate the statue in or near Columbus, how does the submission create local
benefit where it will be located. Is there an educational or cultural component to the
proposal?
Financial: Respondent details a financial plan to install and care for the statue, or
provides information substantiating adequate financial resources to achieve the
proposal.
Selection Process
City Staff will provide an initial review of all submissions to determine completeness, consider
how the submission addressed the elements of evaluation, and identify any questions or items
of concern. The Committee of the Whole will receive all complete submissions and related

documents, will deliberate regarding the submissions and elements of review, and make a
recommendation to the City Council regarding the disposition of the statue and funds.
If the City Council, for any reason, determines there are no satisfactory proposals, the City
reserves the right to: reject all proposals, make a counter-proposal to one or more of the
respondents, re-issue another RFP, maintain ownership of the statue, or pursue any other
course of action deemed in the best interest of the City of Columbus.

Proposals are due by 4:00 PM on Friday, September 4, 2020 via mail or hand delivery of five (5)

DETAILED DESCRIPTION OF SUBJECT MATTER:
For the past several winters, the City of Columbus has worked with the Summit Court
Condo Association to collaborate on snow removal for Summit Court. The Condo
Association hires a contractor to remove snow from their driveways, the sidewalk, and
the public roadway, and collect it in on one location on the street. The Public Works
Department is then responsible for collecting and removing the plowed snow by loading
and trucking it away from Summit Court to dump in another location.
During the previous snow season, previous DPW Director Navin evaluated the
agreement in practice, and determined it may not be beneficial for the City to continue
this agreement, and may provide a special benefit for a single group of residents that is
not available to the rest of the community. While there are time savings when the City
snowplows do not need to clear that road, that benefit is replaced with a more time
consuming obligation to remove the snow collected from the road, sidewalk, and
driveways. During a single snow removal event, it took 2 tandem dump trucks and the
end loader 90 minutes to remove the snow from Summit Court. During that same snow
event the City spent 20 minutes on Hillcrest and 25 minutes on Highland Court.

Kyle,
The Summit Court Home owners association has had an agreement with a snow plow contractor and the
City where the HOA pays the contractor to clear their driveways, sidewalks, and the street and then the
City hauls the snow pile out after the storm. The initial idea is that this was saving the City time by not
having as much street to clear. After reviewing this for a snow season I don’t believe it is as efficient as
once believed.
Because the driveways and sidewalks are cleared with the street, the pile of snow that accumulates in
the cul de sac is much large than others and the contractor doesn’t have equipment large enough to pile
the snow up and keep the road clear for vehicles to get through. This then causes them to call DPW to
ask to have their snow removed more often. I have attached jenny’s breakdown of one event last
winter.
Ultimately, This is an agreement that I would not recommend the City keep moving forward with as it is
taking us more staff and equipment time to clear this cul de sac than it does the rest in town. Even if we
have to plow the street, that is much less time than the amount of time currently spent hauling snow.

Summit court, which gets hauled out every time, took us 1 1/2 hours today (2 tandems & 1 end
loader). Hillcrest & Highland Crt. took us 20 & 25 min respectively with the same equipment

DETAILED DESCRIPTION OF SUBJECT MATTER:
The State of Wisconsin Department of Transportation notified the City that they are planning a
mill and overlay improvement on State Hwy 73 within our municipal limits, from Faith Drive to
Middleton Street. The preliminary project timeframe is between 2025-2028.
The agreement provides additional project details, but most importantly identifies how project
expenses will be allocated. The State will cover 75% of their engineering costs, and 100% of the
roadway (driving lanes) cost. The City will be responsible for 25% of the engineering, 100% of
the parking lanes, and 100% of the cost related to adjusting the municipal utilities. The estimated
City cost for this project will be $215,000, with the State’s share estimated at $2,025,000.
This agreement has been reviewed by administration, DPW, Planning/Zoning, legal and
engineering staff, with a recommendation for approval.

The signatory City of Columbus, hereinafter called the Municipality, through its undersigned duly authorized
officers or officials, hereby requests the State of Wisconsin Department of Transportation, hereinafter called the
State, to initiate and affect the highway or street improvement hereinafter described.
The authority for the Municipality to enter into this agreement with the State is provided by Section 86.25(1), (2),
and (3) of the Statutes.
NEEDS AND ESTIMATE SUMMARY:
Existing Facility - Describe and give reason for request: Existing roadway is a connecting highway. STH 73 is a
principal arterial with an urban section. The cross section consists of two driving lanes with parking on both sides of
the highway. The current pavement has alligator cracking, longitudinal and transverse cracking, and rutting.
Proposed Improvement - Nature of work: Mill and overlay the pavement. Update curb ramps to current ADA
standards as needed. Adjust storm sewer inlets as needed for new pavement surface.
Describe non-participating work included in the project and other work necessary to finish the project
completely which will be undertaken independently by the municipality: Milling and overlaying of pavement
used for parking, pavement marking for parking lanes, water and sanitary cover and valve adjustments will be 100%
the responsibility of the municipality.

TERMS AND CONDITIONS:
1. The Municipality shall pay to the State all costs incurred by the State in connection with the improvement which
exceeds federal/state financing commitments or are ineligible for federal/state financing. Local participation
shall be limited to the items and percentages set forth in the Summary of Costs table, which shows Municipal
funding participation. In order to guarantee the Municipality’s foregoing agreements to pay the State, the
Municipality, through its above duly authorized officers or officials, agrees and authorizes the State to set off
and withhold the required reimbursement amount as determined by the State from General Transportation
Aids or any moneys otherwise due and payable by the State to the Municipality.
2. Funding of each project phase is subject to inclusion in an approved program and per the State’s Facility
Development Manual (FDM) standards. Federal aid and/or state transportation fund financing will be limited
to participation in the costs of the following items as specified in the Summary of Costs:
(a) Design engineering and state review services.
(b) Real Estate necessitated for the improvement.
(c) Compensable utility adjustment and railroad force work necessitated for the project.
(d) The grading, base, pavement, curb and gutter, and structure costs to State standards, excluding the cost of
parking areas.
(e) Storm sewer mains, culverts, laterals, manholes, inlets, catch basins, and connections for surface water
drainage of the improvement; including replacement and/or adjustments of existing storm sewer manhole
covers and inlet grates as needed.
(f) Construction engineering incidental to inspection and supervision of actual construction work, except for
inspection, staking, and testing of sanitary sewer and water main.
(g) Signing and pavement marking necessitated for the safe and efficient flow of traffic, including detour routes.
(h) Replacement of existing sidewalks necessitated by construction.
(i) Replacement of existing driveways, in kind, necessitated by the project.
(j) New installations or alteration resulting from roadway construction of standard State street lighting and
traffic signals or devices. Alteration may include salvaging and replacement of existing components.
3. Work necessary to complete the improvement to be financed entirely by the Municipality or other utility or
facility owner includes the following items:
(a) New installations of or alteration of sanitary sewers and connections, water, gas, electric, telephone,
telegraph, fire or police alarm facilities, parking meters, and similar utilities.
(b) New installation or alteration of signs not necessary for the safe and efficient flow of traffic.
(c) Roadway and bridge width in excess of standards.
(d) Construction inspection, staking, and material testing and acceptance for construction of sanitary
sewer and water main.
(e) Provide complete plans, specifications, and estimates for sanitary sewer and water main work. The
Municipality assumes full responsibility for the design, installation, inspection, testing, and operation of
the sanitary sewer and water system. This relieves the State and all of its employees from the liability for
all suits, actions, or claims resulting from the sanitary sewer and water system construction.
(f) Parking lane costs.

(g) Coordinate, clean up, and fund any hazardous materials encountered during construction. All
hazardous material cleanup work shall be performed in accordance to state and federal regulations.
(h) Damages to abutting property due to change in street or sidewalk widths, grades, or drainage
(i) Conditioning, if required, and maintenance of detour routes.
(j) Repair of damages to roads or streets caused by reason of their use in hauling materials incidental to
the improvement.
4. As the work progresses, the Municipality will be billed for work completed which is not chargeable to
federal/state funds. Upon completion of the project, a final audit will be made to determine the final division of
costs.
5. If the Municipality should withdraw the project, it shall reimburse the State for any costs incurred by the State
in behalf of the project.
6. The work will be administered by the State and may include items not eligible for federal/state participation.
7. The Municipality shall assume general responsibility for all public information and public relations for the
project and to make a fitting announcement to the press and such outlets as would generally alert the affected
property owners and the community of the nature, extent, and timing of the project and arrangements for
handling traffic within and around the projects.
8. Basis for local participation:
(a) Design Engineering (3060-00-04)
The Municipality is responsible for 25% of the design engineering costs for improvements on a Connecting
Highway.
(b) Roadway Construction (3060-00-74)
The construction estimate is preliminary for program scheduling only. As items are identified in design
phase that require cost participation or are ineligible for Federal/ State funding, this agreement will be
amended to reflect those costs. The Municipality shall pay 100% of the cost of adjusting water and sanitary
covers and valves.
Comments and Clarification: This agreement is an active agreement that may need to be amended as the project
is designed. It is understood that these amendments may be needed as some issues have not been fully evaluated
or resolved. The purpose of this agreement is to specify the local and state involvement in funding the project.
A signed agreement is required before the State will prepare or participate in the preparation of detailed designs,
acquire right-of-way, or participate in construction of a project that merits local involvement.

DETAILED DESCRIPTION OF SUBJECT MATTER:
The applicant is requesting a three (3) lot CSM to create two (2) new parcels from parcel
number 11211-1111.001 or 210 Dix Street. The property is currently home to Pick N’ Save.
The applicant has been informed that any future development resulting from the CSM would
need to have a Traffic Impact Analysis to evaluate the traffic generated from new development.
Plan Commission reviewed this at the 10-15 meeting and recommended approval of the CSM
with the condition that the applicant add a note to the CSM that states, “When Lot 1 and Lot 3
are developed a Traffic Impact Analysis (TIA) will be required to address traffic concerns for the
private driveway to Dix Street”.
Staff has discussed this condition with the applicant and they have concerns with adding the
note to the CSM. The concern is due to the long-term title implications with having the note
regarding a on the CSM. The applicant has expressed they would complete a MOU or other
agreement stating they will complete a TIA when Lot 1 and 3 are developed. The applicant has
indicated their attorney would create an agreement for the city to review as part of the CSM
approval.

Summary
The applicant is requesting a three (3) lot CSM to create two (2) new parcels from parcel number 11211-
1111.001 or 210 Dix Street. The property is currently home to Pick N’ Save. The applicant has been informed
that any future development resulting from the CSM would need to have a Traffic Impact Analysis to evaluate

CSM Ordinances – The draft CSM provides all information required under section 90-212. In addition, the
application provided additional information under section 90-213 at staff’s request.
Design Standards – In review of section 90-241 through 90-250 there was one item for review. Per 90-246(7)
“The shape of lots shall meet the requirements of the zoning ordinance. Flag lots are prohibited.” Lot 2 of the
proposed CSM is clearly a Flag Lot, however the existing lot is already considered to be a flag lot. The
proposed CSM would reconfigure the lots and allow an existing flag lot to continue.
Recommendation
The proposed land division generally meets the requirements under Chapter 90 of Columbus Municipal Code
and Staff recommends approval of the CSM as presented. Staff has shared concerns with the applicant
regarding future development for Lots 1 and 3 and that a traffic impact analysis shall be completed for any
future development on those lots.
