COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, MARCH 16, 2021 – 7:00 PM COLUMBUS CITY HALL 1. Roll Call: The meeting was called to order at 8:06 pm by Council President Ryan. Present: (in person) Council President Ryan, Mayor Thom, Alders McCabe, Pyfferoen; (Zoom) Gray, Reid; Staff: (in person) City Administrator Ellefson, City Clerk Goebel, Media Coordinator Wolf; (Zoom) City Attorney Johnson, City Engineer Lietha, Duernberger, Schreiber, interested citizens. Adams excused. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Pyfferoen, second by McCabe to approve the agenda. Carried voice vote. 4. Citizen Comments: None. 5. Department Reports: placed on file: February 2021: DPW, Finance Director, Fire, Lifestar, Library, Media Coordinator, Police 6. Review & discuss Ruekert Mielke Task Order #2021-03 2021 Columbus UNPS Grant Application: Ruekert Mielke to assist with grant application, cost of $4000. Forward to April 5 Regular meeting. 7. Review & discuss Resolution Governmental Responsibility Resolution for Urban Nonpoint Source & Stormwater (UNPS) Grants: Application to include a resolution taking responsibility for the match. Forward to April 5 Regular meeting. 8. Review & discuss Fireman's Park Pavilion Stair Replacement Project: stairs to the pavilion are starting to rot; request to put out an RFP for replacement. Forward to April 5 Regular meeting. 9. Review & discuss DNR Forestry Grant/Tree Removal Bid: request to put out RFP to remove diseased ash trees. Forward to April 5 Regular meeting. 10. Review & discuss EV Charging Station: partnership with WPPI for a matching grant up to $5000 to install an Electric Vehicle charging station. Current stations are outdated. Return to COW for further discussion. 11. Review & discuss DNR Grant to support TAP Grant: grant would help offset real estate acquisitions costs which the TAP Grant does not cover. Deadline for the grant submission is May 1. Forward to April 5 Regular meeting. 12. Review & discuss CSM for 898 Dix Street: request to combine two lots at 898 Dix Street to allow for accessory structure that is not allowed on a lot without a primary structure. Minor updates to CSM needed. Forward to April 5 Regular meeting. 13. Review & discuss Comprehensive Plan: Comprehensive Plan has been on the website for public review. Public Hearing set for April 1. Forward to April 5 Regular meeting for possible adoption. 14. Review & discuss Roadmap 2050 Plan: Roadmap has been on the website for over a year and is ready for adoption. Updates for resolution were discussed. Forward to April 5 Regular meeting. 15. Review & discuss Draft of updated Donation Policy: updates to the donation policy were discussed with suggestions for changes to the draft policy. Forward to April 5 Regular meeting. 16. Review & discuss Draft of updated Purchasing Policy: updates to the purchasing policy were discussed with suggestions to changes to the draft policy. Forward to April 5 Regular meeting. 17. Review & discuss Draft of updated Surplus Equipment Policy: updates to the asset disposal policy were discussed with suggestions to changes for the draft policy. Forward to April 5 Regular meeting. 18. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically City Administrator 1 year review: Motion by Thom, second by Gray to convene to closed session at 9:45 pm. Roll call vote unanimous. Motion by McCabe, second by Thom to reconvene to open session at 10:48 pm. Carried voice vote. 19. Adjourn: Motion by Gray, second by McCabe to adjourn at 10:48 pm.
