COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES MONDAY, APRIL 5, 2021 – 7:27 PM COLUMBUS CITY HALL 1. Roll Call: Mayor Thom called the meeting to order at 6:31 pm. Present: (in person) Mayor Thom, Council President Ryan, Alders McCabe, Pyfferoen, Reid; (via Zoom) Adams, Gray; Staff: City Administrator Ellefson, City Clerk Goebel, City Attorney Johnson, City Engineer Lietha, Dir Planning/Development Schreiber, Rec Director Meyers, Police Chief Weiner, Media Coordinator Wolf. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by McCabe, second by Pyfferoen to approve the agenda. Carried voice vote. 4. Citizen Comments: Chris Roelke spoke to encourage the Council to move forward with 4th of July celebration. 5. Committee/Commission Minutes: Placed on file: Cable 1/6/21, CDA 12/14/20, 1/18/21, CHLPC 2/10/21, 2/15/21, CWL 2/18/21, Library 2/16/21, PFC 2/24/21, Plan Commission 12/10/20, 1/14/21, Tourism 10/5/20, 1/11/21 6. Review & discuss donation from Columbus Countryside Vet Clinic for stray animal chip reader for PD: Chief Weiner mentioned he spoke with Dr Gerber at the Vet Clinic for suggestions on a chip reader for the PD. The clinic offered to donate a chip reader to the Police Dept to help locating owners with lost dogs. Forward to April 20 Regular meeting. 7. Review & discuss Carrico Contract: same contract as in past, no change in price. City Attorney would like clarification on what is covered under the $26,600 contract, change the contract date to that date it is approved, reverse assumption #4, and clarify terms of the agreement. Return to April 20 COW. 8. Review & discuss renewal of Athletic Field contracts: contracts for CBO, CSO, CAYSO all expire May 1. Would like to change future contracts to January-December. Request 2021 contracts be extended to December 31, 2021 to coincide with registration in February each year. Forward to April 20 Regular meeting. 9. Review & discuss Participation Fee increase for Athletic Field Use & Facility Agreements: Table the fee discussion until later in the year during budget season. 10. Review & discuss EV Charging Station: Forward to April 20 Regular meeting. 11. Review & discuss Developer's Agreement CDI Grant: Would like to add to the developer's agreement what is being developed. Forward to April 20 Regular meeting. 12. Review & discuss American Rescue Plan Funds: City will be recipients of $510,000 under the American Rescue Plan. Will receive money in 2 installments and there are very specific uses for the money, including hiring staff to do the reporting. More information as it is received. 13. Convene to closed session per per § 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically Director of Public Works recruitment plan and interim staffing plans: Motion by Gray, second by McCabe to convene to closed session at 8:39 pm. Roll call vote unanimous. 14. Reconvene to open session: Motion by Pyfferoen, second by Gray to reconvene to open session at 9:31. Carried voice vote. 15.
