COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE TUESDAY, MAY 18, 2021 – 7:20 PM COLUMBUS CITY HALL 1. Roll Call: The meeting was called to order at 6:30 pm by Council President Gray. Present: (in person) Council President Gray, Mayor Arnold, Alders: Motiff, Reid, Pyfferoen, McCabe, Albright; Staff: (in person) City Administrator Ellefson, Deputy Clerk Fude, City Attorney Johnson (via Zoom), Planning & Development Director Schreiber, Rec/CAAC Director Meyers, Police Chief Weiner, WWTP Anding, interested citizens, media 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Pyfferoen, second by Motiff to approve to move item #17 to be item #6 Carried voice vote. 4. Citizen Comments: None. 5. Department Reports: Placed on file: March 2021: Finance; April 2021: DPW, Fire, Library, Lifestar, Police. 6. Review & consider request for Hwy 89 Encroachment Agreement: Ellefson said there was a minor issue with property at 130 Farnham St. that is within the right-away. Agreement indicates that if the home is damaged the city would pay to raze and then special assessment property owner. Forward to 6/8/21 regular meeting. 7. Review & consider Plan Commission recommendation regarding the application of ACS RBHS, LLC for a zoning map amendment for parcel number 11211-1505.64 and 11211-1505.65 from RD Rural Development to R3: This is to rezone portions of lot 64 and 65 from RD – Rural Development to R-3 High Density Residential. Forward to 6/8/21 regular meeting. 8. Review & consider Plan Commission recommendation regarding the application from ACS RBHS, LLC for the proposed Certified Survey Map for parcel number 11211-1505.64: This is to complete a land division for parcel #64 and #65. This will allow for the creation of 6 parcels as shown in the certified survey maps. Lots will be smaller but still conforming for the R-3 zoning. Forward to 6/8/21 regular meeting. 9. Review & consider Plan Commission recommendation regarding application from ACS RBHS, LLC for the proposed Certified Survey Map for parcel number 11211-1505.65: Forward to 6/8/21 regular meeting. 10. Review & consider Plan Commission recommendation to adopt the Columbus 2040 Comprehensive Plan: This was reviewed and approved by the Plan Commission. Forward to 6/8/21 regular meeting. 11. Discuss a potential update to the Columbus Outdoor Recreation Plan to gain eligibility for Stewardship and Land and Water Conservation Fund grants: Schreiber said the DNR is willing to grant extension to allow the city time to update the Outdoor Recreation Plan. Forward to 6/8/21 regular meeting. 12. Review & discuss the Mae Ward Fund application for flowering baskets: Schreiber said baskets would go up around Memorial weekend. Partnering with the FFA for a total amount of $155.00. There was $500.00 budgeted. DPW will hang the baskets and water. Forward to 6/8/21 regular meeting. 13. Review & consider a Resolution Authorizing Execution of the DNR Principal Forgiven Financial Assistance Agreement: Co-Water & Light Superintendent Hammer explained that this is an annual grant. Looking to get 30-40 lead laterals replaced. This is a no obligation grant to homeowners. DNR reimburses Water and Light up to $145,000. Cannot be used for the utility side. Forward to 6/8/21 regular meeting. 14. Review & consider request to transfer assets from DPW to Fire Department: DPW has upgraded their copier and offered their current copier to other city departments. The Fire Department was the only department that responded. Forward to 6/8/21 regular meeting. 15. Review & consider PT position proposed by Cable Commission: Ellefson reported the Cable Production Specialist would record meeting, etc. Position would be 100 hours a year and is funded by the Cable Commission. Forward to 6/8/21 regular meeting. 16. Review & discuss Bids to remove Ash Trees for the DNR Forestry Grant: Schultz recommends approval of contract with K & B Tree and Lawn Care as the low bidder. The city budgeted $20,000 to match the grant funds from Urban Forestry Grant for tree removal. Forward to 6/8/21 regular meeting. 17.
