COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, NOVEMBER 2, 2021 – 6:45 PM COLUMBUS CITY HALL 1. Roll Call: Council President Gray called the meeting to order at 7:13 pm. Present via Zoom: Council President Gray, Mayor Arnold, Alders: Albright, Clark, Motiff, Reid, Roelke; Staff in person: City Administrator Ellefson, City Clerk Goebel; via Zoom: DPW Director Lentz, City Engineer Lietha, City Attorney Johnson, Rec Director Meyers, Planning/Development Dir Schreiber, City Treasurer Bledsoe, interested citizens. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Motiff, second by Roelke to approve the agenda. Carried voice vote. 4. Citizen Comments: None. 5. Committee/Commission Minutes: Placed on file: CHLPC 9/8/21, CWL 9/23/21 6. Review & discuss Board of Commission of Public Lands (BCPL) loan program for the Tower Drive land purchase: Schreiber reviewed the loan options for the purchase of the land on Tower Drive. The purchase price is $225,000. Council can consider any of the options and it can be paid off, without penalty, if rolled into the borrowing in 2022. First payment is not due until March 2023 and it is an annual payment. Consensus to go with the 20 year note. Forward to 11/16 Regular meeting. 7. Review & discuss "Columbia County Health & Human Services Aging & Disability Resource Center – MOU between Senior Center & Columbia County" – Nutrition Site for 2022: Annual MOU to use the Senior Center as a meal site/distribution center for meals to those in need. Forward to 11/16 Regular meeting. 8. Review & discuss Alcohol License Application for Tea Time: Tabled at request of applicant. 9. Review & discuss contract with K&B Tree for removal of trees for Hwy 89 project: DOT has asked the City to remove the trees ahead of the Hwy 89 project. City crews can remove a lot of the trees, but will need assistance with the larger trees and will contract with K&B Tree for the project. Forward to 11/16 Regular meeting. 10. Discuss ATV/UTV use on City streets: Alder Albright asked this be brought to Council for discussion. She mentioned she has done research, read ordinances from other communities and noted Fall River has trails and allows ATV/UTV's on marked trails. Charles Kuhl, Waterloo Alder and member of Quad County Runners, spoke and has worked with other communities on ordinances, regulations, trails and would be happy to help. Discussion regarding rules, signage, noise, Consensus to table until safety, benefits, cost, and routes can be submitted for discussion. Kuhl will go to their club for discussion. 11. Review & discuss question for storm water utility referendum: Discussion on wording of the referendum question for the storm water utility fees, cap on fees, as well as getting the word out to the community. Lietha suggested getting other groups and citizens together to spread the word and promote the utility. Motiff has a template how to promote the utility and would like to put together a time line for outreach. Consensus to have her work with City Engineer Lietha. Timeline to 11/16/ COW. 12. Review & discuss 2022 Budget updates: Motiff requested a few changes in order to increase the contingency for 2022. Currently it is set at $47058 and would like more. Some changes came from several department's training, vehicle repairs, legal notices. Consensus to accept the changes and Forward to 11/16 Public Hearing, Regular meeting. 13. The Tuesday, November 2 meeting will be held remotely, with only essential personnel in City Hall. Members of the public wishing to view the meeting can do so on Zoom, on the City of Columbus Cable Channel 980, City Hall courtyard, or by streaming the meeting live from the Columbus website. We are working to implement additional technology measures to ensure the public has the opportunity to monitor the meetings.
