COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, NOVEMBER 16, 2021 – 6:50 PM
COLUMBUS CITY HALL
1. Roll Call: Council President Gray called the meeting to order at 7:35 pm. Present via Zoom: Council
President Gray, Mayor Arnold, Alders: Albright, Clark, Motiff, Reid, Roelke; Staff City Administrator
Ellefson, City Clerk Goebel; via Zoom: Meyers, Schreiber, Weiner, Lentz, Bledsoe, City Attorney
Johnson.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Roelke, second by Arnold to approve the agenda. Carried voice vote.
4. Citizen Comments: Randy Soldner, Reeseville & Bill Blaska, Lake Mills spoke in favor of ATV/UTV
routes in Columbus.
5. Department Reports – October 2021:DPW, Finance, Fire, Library, Lifestar, Police, Recreation
6. Review & discuss updated open shelter rental forms: Rec Director Meyers stated the rental forms
were in need of updates. Forward to 12/7/21 Regular meeting.
7. Discuss ATV/UTV trails: Discussion about routes, rules, laws, ordinances. Majority voted not devote
staff time for further research and table the item until the local group comes back with more detailed
information.
8. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public
properties, the investment of public funds, or conducting other public business, whenever
competitive or bargaining reasons require specifically to discuss potential use of City property
at 1149 W. James Street: Motion by Motiff, second by Arnold to convene to closed session at 8:07
pm. Roll call vote unanimous.
9. Reconvene to open session: Motion by Roelke, second by Motiff to reconvene at 8:30 pm. Carried
voice vote.
10. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public
properties, the investment of public funds, or conducting other public business, whenever
competitive or bargaining reasons require a closed session, specifically to discuss potential
acquisition of property by the City of Columbus: Motion by Arnold, second by Motiff to convene to
closed session at 8:31 pm. Roll call vote unanimous.
11. Reconvene to open session: Motion by Motiff, second by Clark to reconvene to open session at 8:51
pm. Carried voice vote.
12. Convene to closed session per §19.85(1)(f) Preliminary consideration of specific personnel
problems which, if discussed in public, would be likely to have a substantial adverse effect
upon the reputation of any person referred to in such histories or data, or involved in such
problems: Motion by Motiff, second by Albright to convene to closed session at 8:53 pm. Roll call
vote unanimous.
13. Reconvene to open session: Motion by Motiff, second by Arnold to reconvene to open session at
9:15 pm. Carried voice vote.
14. Adjourn: Motion by Motiff, second by Roelke to adjourn at 9:16 pm. Carried voice vote.

Due to the ongoing COVID-19 Pandemic, the City continues to make efforts to minimize risk, including limiting in-person
attendance at meetings. The Tuesday, November 16 meeting will be held with the Council members participating remotely, and
only essential personnel in City Hall. Members of the public may make public comment on Zoom, or by appearing in person at
City Hall. The meeting can be viewed on the City of Columbus Cable Channel 980, heard live in the City Hall courtyard, or by
streaming the meeting live from the Columbus website. Citizens wishing to make public comment at the meeting via Zoom,
please email Pat Goebel at pgoebel@columbuswi.us by noon on Tuesday, November 16. In your email, please include your
