COMMITTEE OF THE WHOLE MINUTES
MONDAY, APRIL 4, 2022 – 6:40 PM
COLUMBUS CITY HALL
1. Roll Call: Mayor Arnold called the meeting to order at 7:03 pm. Present: Mayor Arnold, Alders:
Albright, Clark (via Zoom), Motiff, Reid, Roelke; Staff: City Administrator Ellefson, City Clerk Goebel,
Zoning Administrator Schreiber, WWTP Anding, CWL Koenig; via Zoom: Meyers, Lentz, Atty Johnson,
Kaltenberg, Bledsoe, interested citizens and the media. Gray excused.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Roelke, second by Motiff to approve the agenda, removing #13. Carried
voice vote.
4. Citizen Comments: None.
5. Commission / Committee Minutes: Placed on file: Cable 2/2/22, CWL 2/23/22, PFC 2/9/22,
Recreation 1/12/22, 1/26/22
6. Review "Class A" Liquor & Fermented Malt Beverage License – Columbus Market, LLC: Forward
to April 19 regular meeting.
7. Review Street Closing Request – Chamber of Commerce – Red Bud Days, May 14, 2022: Forward
to April 19 regular meeting.
8. Review Transportation Alternatives Program Grant Update: Schreiber gave an update and review
of the grant.
9. Review MOU for Community Gardens: Forward to April 19 regular meeting.
10. Review quote to repair the Vactor 2100 truck: Original quote to fix the Vactor truck was $31,500 and
revised to address most urgent needs to $19,946.88. Forward to April 19 regular meeting.
11. Review changes to the City's fee schedule: alcohol publication, grave staking fees: Approve
recommendation to increase alcohol publication fees to $55 and grave staking fees to $75. Forward to
April 19 regular meeting.
12. Review Resolution designating officials authorized to declare official intent under reimbursement
bond regulations: Approve a resolution designating the City Administrator and/or Treasurer/Finance
Director to complete and submit a “declaration of intent to reimburse”.
13. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation,
or performance evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility, specifically City Administrator's review. Tabled to April 19
COW.
14. Reconvene to open session: Tabled to April 19 COW.
15. Adjourn: Mayor Arnold thanked Michael Clark for filling in these last few months. Motion by Motiff,
second by Roelke to adjourn at 7:30 pm. Carried voice vote.
