COMMITTEE OF THE WHOLE MINUTES
TUESDAY, MAY 17, 2022
COLUMBUS CITY HALL
1. Roll Call: Council President Gray called the meeting to order at 7:13 pm. Present: Council President
Gray, Mayor Arnold, Alders: Albright, Motiff, Reid, Roelke, Steiner; Staff: City Administrator Ellefson,
City Clerk Goebel, City Attorney Johnson, City Engineer Lietha, Anding, Meyers, Hazeltine, Lentz,
Weiner; interested citizens.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Roelke, second by Arnold to approve the agenda. Carried voice vote.
4. Citizen Comments: Tory Weidemann, Columbus 4th of July Committee, thanked the City for their
help and that the 2022 celebration will go on.
5. Department Reports – April 2022: placed on file: DPW, Fire, Library, Lifestar, Police, Treasurer
6. Discuss Conditional Use Permit Application – 428 Birdsey: Discuss Plan Commission
recommendation to approve the CUP for an Airbnb at 428 Birdsey St with the following conditions: 1
year approval with a mandatory review; CUP is only for the applicant and cannot be transferred to
anyone else; no more than 8 paying guests, no more than 3 vehicles (excluding the owner) and
cannot park on the grass. Reid inquire about room tax funds and other recognized Airbnb in the City.
Ellefson stated room tax is automatically calculated and forwarded to the City and he is unsure if there
are other Airbnb in Columbus. Forward to June 7 Regular meeting.
7. Authorize Vehicle Transfer and payment - PD to WWTF: Police Dept currently has a squad to
rotate out, it's in good condition with about 90,000 miles, and some wear and tear. WWTP would like
to purchase the vehicle. Forward to June 7 Regular meeting.
8. Discuss Interim Planning and Zoning Assistance: Since the zoning administrator resigned, staff is
looking for interim assistance. Vandewalle & Associates have provided information for interim help.
They would only assist as requested and on an hourly basis. The fee is high but Ellefson expects no
more than 10 hours a week. Forward to June 7 Regular meeting.
9. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental
body who is rendering oral or written advice concerning strategy to be adopted by the body
with respect to litigation in which it is or is likely to become involved: Motion by Arnold, second
by Motiff to convene to closed session at 7:32 pm. Roll call vote unanimous.
10. Reconvene to open session: Motion by Motiff, second by Roelke to reconvene to open session at
7:52 pm. Carried voice vote.
11. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public
properties, the investment of public funds, or conducting other public business, whenever
competitive or bargaining reasons require a closed session, specifically to discuss potential
purchase of property in the City of Columbus: Motion by Motiff, second by Steiner to convene to
closed session at 7:52 pm. Roll call vote unanimous.
12. Reconvene to open session: Motion by Motiff, second by Steiner to reconvene to open session at
8:17 pm. Carried voice vote.
13. Adjourn: Motion by Motiff, second by Albright to adjourn at 8:18 pm. Carried voice vote.
