COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE MINUTES TUESDAY, AUGUST 16, 2022 1. Roll Call: Mayor Arnold called the meeting to order at 7:10 pm. Present: Mayor Arnold, Alders Albright, Motiff, Roelke, Reid, Steiner, City Administrator Ellefson, Deputy Clerk Fude, City Attorney Johnson, City Engineer Leitha, Staff: Anding, Bledsoe, Lentz, Meyers, Hazeltine, and interested citizens. Alder Gray excused. 2. Notice of Open Meeting: Noted as posted 3. Approve Agenda: Motion by Roelke, second by Motiff to approve the agenda. Carried voice vote. 4. Citizen Comments: Henry Elling, 650 S. Charles St. Elling spoke in regards to consider adding a section describing what substantial and non-substantial changes for Conditional Use Permit renewals. Substantial changes would require a public hearing. Police Chief wanted to thank everyone that attended National Night Out. It was great to see more people than last year. Everything ran very smoothly. Thank you to David Bennett who put together an impressive video of the event. 5. Department Reports: Placed on file: DPW, Fire, Library, Police, Treasurer, WWTP 6. Review Beautification Committee draft Ordinance: Steiner brought some ideas from his wife Paula to add to the duties. Would like to add public art, banners, and murals. Add bike racks, benches, outdoor furniture, garbage cans and other projects like that around the city along with some holiday lighting. Trina agreed and would also like to make a change for the members. Would like to ask to add art design, fund raising and then landscaping, and plant and tree management for the skill set for the advisory board. Albright asked about doing something similar to the lights in Beaver Dam's Swan Park and agreed with Trina and Steiner. Trina asked about the term limits. Attorney Johnson explained the terms for members. Forward to COW September 6 meeting. 7. Discuss 1-year vs 5-year contract extension with Columbia County Solid Waste: Ellefson explained that we have three options. We could extend contract for one year, enter into 5-year contract, or the RFP process. After discussion it was decided to extend the contract for and start the RFP process in 6 months. Forward to the September 6 Regular meeting. 8. Discuss Ordinance regarding renewal of Conditional Use Permits: Currently our ordinance does not have a process for the annual review/approval of Conditional Use Permits. Renewing every year is expensive for businesses. Substantial changes, inspections and other items were discussed. Attorney Johnson suggested renewals would only be for the same terms and conditions that exists. Would need to go through the complete process if the conditionals change. It would be impossible to define substantial/non-substantial changes. Forward to September 6 COW meeting. 9. Convene to closed session per §19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Motion by Motiff, second by Roelke to approve adjourning into closed session at 7:37 pm. Carried roll call vote unanimous. 10. Reconvene to open session§19.85(2). Motion by Motiff, second by Roelke to reconvene into open session at 8:35 pm. Carried voice vote. 11. Adjourn: Motion by Albright, second by Reid to adjourn at 8:36 pm. Carried voice vote.
