Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Roelke, second by Arnold to approve the agenda. Carried voice vote. 4. Citizen Comments: None 5. Committee / Commission Minutes: Cable 5/4/22, CHLPC 4/14/22, 5/12/22, 6/8/22, CUC (Columbus Utility Comm) 8/8/22, CWL 7/28/22, PFC 5/18/22, Recreation 4/13/22, 6/9/22, Tourism 7/11/22 6. Review Task Order # 2022-10 Folsom Street Project: Task Order for the design of Folsom Street reconstruction set for 2023, Task Order cost of $972.00. Forward to September 20 Regular meeting. 7. Review Task Order # 2022-11 Cardinal Drive: Task Order to cover design, bidding, construction administration for a residence on Cardinal Drive. Previous developer left a temporary cul de sac in the middle of a residential lot. Cost for Task Order $25,534. Council decided against the project but would offer help to the resident. 8. Review "Class B" Alcohol license application for Cardinal Lanes Columbus, LLC: Forward to September 20 Regular meeting. 9. Review CHLPC Rest Haven Restrooms: Council granted CHLPC request the Rest Haven be locked during park hours and only be open during a rental or city event so standard sinks/toilets would be purchased. Forward to September 20 Regular meeting. 10. Review CHLPC Pavilion Window Treatments: CHLPC requests approval for solar/roller shades for the windows on the street side of the pavilion. Forward to September 20 Regular meeting. 11. Review resolution for Columbia County Library Tax Exemption: Forward to September 20 Regular meeting. 12. Review resolution for Dodge County Library Tax Exemption: Forward to September 20 Regular meeting. 13. City Service Agreements: DPW requests approval of contracts and specs and to begin advertising for Electrical, HVAC, Plumbing, Tree Service, Weed, Grass, Shrubbery, Hillside Cemetery Internment, Hillside Cemetery Turf Maintenance. Approval to advertise; return to COW to review bids. 14. Review Beautification Committee Draft Ordinance: Request to change some wording in section 2- 302 – remove Christmas, replace with Holiday/Seasonal. Forward to September 20 Regular meeting. 15. Review CDL Reimbursement Agreement: Review of the proposed agreement which details a process for recovering a portion of tuition and non-wages expenses should an employee leaves city employment after receiving CDL. Council would like to see different scenarios in addition to the five- year plan. Forward to September 20 Regular meeting. 16. Review Accounting System Upgrade: City has opportunity to update the accounting software at a large discount and gives the City the latest upgrades. Forward to September 20 Regular meeting. 17. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Motion by Motiff, second by Reid to convene to closed session at 7:47 pm. Roll call vote unanimous. 18. Reconvene to open session: Motion by Motiff, second by Steiner to reconvene to open session at 8:02 pm. Carried voice vote. 19. Adjourn: Motion by Motiff, second by Roelke to adjourn at 8:02 pm.
