COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE AGENDA TUESDAY, OCTOBER 18, 2022 1. Roll Call: Council President Gray called the meeting to order at 6:50 pm. Present: Council President Gray, Mayor Arnold, Alders: Albright, Motiff, Reid, Roelke (Zoom), Steiner; Staff: City Administrator Ellefson, City Clerk Goebel, City Attorney Johnson, City Engineer Lietha, Bledsoe, Weiner, Hazeltine, interested citizens. 1. Notice of Open Meeting: Noted as posted. 2. Approve Agenda: Motion by Arnold, second by Motiff to approve agenda. Carried voice vote. 3. Citizen Comments: Jeff Krakow requested permission to raise money for a handicap accessible ramp to be built at the War Memorial in Fireman's Park. 4. Department Reports: placed on file: DPW, Fire, Library, Lifestar, Police, Treasurer, WWTP 5. Discussion regarding request to fund-raise for handicap accessible ramps for Memorial in Fireman's Park: Consensus to allow fund-raising for the project. 6. Discussion and recommendation - Special Assessment Resolution for Folsom: Forward to November 1 Regular meeting. 7. Discussion and recommendation - Joint Municipal Court Update and Documents: Consensus to move forward to re-join the Eastern Columbia Joint Municipal Court (ECCJMC). 8. Discussion and recommendation - Special Charge for Garbage & Recycling: Approval for an increase to the special charge for garbage & recycling is required by Council. Forward to November 1 Regular meeting. 9. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility – Discuss outside employment request of City Administrator. Motion by Motiff, second by Arnold to convene to closed session at 6:58 pm. Roll call vote unanimous. 10. Reconvene to open session: Motion by Motiff, second by Steiner to reconvene to open session.
