COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE MINUTES TUESDAY, NOVEMBER 1, 2022 1. Roll Call: Mayor Arnold called the meeting to order at 6:30 pm. Present: Mayor Arnold, Alders: Albright, Motiff, Reid (via Zoom), Roelke, Steiner; Staff: City Administrator Ellefson, City Clerk Goebel, City Engineer Lietha, City Attorney Johnson, Anding, Meyers, Kaltenberg, Lentz, Bledsoe, interested citizens. Gray excused. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Roelke, second by Motiff to approve the agenda. Carried voice vote. 4. Citizen Comments: Paula Steiner thanked the recreation department for all the Halloween fun. 5. Committee / Commission Minutes: Placed on file: Cable 8/3/22, CUC 9/22/22, HLPC 9/14/22, 9/21/22, Library 8/16/22, PFC 9/28/22, Tourism 9/12/22 6. Recommended Wholesale sewer rates from Utility Commission: Utility Commission recommended the proposed sewer rate structure for the Town of Elba & the Village of Fall River. Town of Elba Current Rate: $2.27/1,000, Proposed Rate: $2.42/1,000 – difference .15; Village of Fall River Current Rate: $2.00/1,000; Proposed Rate: $2.59/1,000 – difference .59. Forward to November 15 Regular meeting. 7. Ordinance containing updated retail sewer rates from the Utility Commission: No discussion. Forward to November 15 Regular meeting. 8. Ratify Utility Budgets: No discussion. Forward to November 15 Regular meeting. 9. Review contract / lease options for Senior Center coper/printer: Recommendation to go with Rhyme lease at $177.98/m. Forward to November 15 Regular meeting. 10. Review request to change the name of the current Columbus Area Senior Center: Discussion on the name of the building. Return to COW with suggestions. 11. Review Cemetery Mowing Proposal: One bid was received for the cemetery mowing contract. Recommendation to move mowing in-house and hire additional seasonal employees for the job. Forward to November 15 Regular meeting. 12. Review City Services Bids – Reject: a. Cemetery Mowing: Recommendation from DPW to reject the bid and move mowing back in- house. Forward to November 15 Regular meeting. b. On Call Weed Notice Mowing: No bids were received. Recommendation to mowing back in- house. Forward to November 15 Regular meeting. 13. Review City Services Bids - Approve: a. Tree Service Contract: Recommendation to accept bid from K&B Tree Service, contract for 2023-2024. Forward to November 15 Regular meeting. b. Electrical Maintenance Contract: Recommendation to accept bid from SNS Electric, contract for 2023-2024. Forward to November 15 Regular meeting. c. Hillside Cemetery Internment Contract: Recommendation to accept bid from Meitners Land Service, contract for 2023-2024. Forward to November 15 Regular meeting. d. HVAC Maintenance Contract: Recommendation to accept bid from TAS Heating & Cooling, contract for 2023-2024. Forward to November 15 Regular meeting. e. Plumbing Maintenance Contract: Recommendation to accept bid from Helm Service, contract for 2023-2034. Forward to November 15 Regular meeting. 14. Review Ordinance Updates: City Administrator presented proposed changes to various ordinances referencing the Utility Commission and Recreation Director, repealing the Greater Columbus Energy Task Force. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically employee compensation: Motion by Motiff, second by Roelke to convene to closed session at 7:47 pm. Roll call vote unanimous. 16. Reconvene to open session: Motion by Albright, second by Motiff to reconvene to open session at 8:40 pm. Carried voice vote. 17. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential sale of property in the City of Columbus: Motion by Motiff, second by Roelke to convene to closed session at 8:41 pm. Roll call vote unanimous. 18. Reconvene to open session: Motion by Steiner, second by Motiff to reconvene to open session at 9:00 pm. Carried voice vote. 19.
