COMMITTEE OF THE WHOLE MINUTES
TUESDAY, DECEMBER 20, 2022
1. Roll Call The meeting was called to order at 6:50 pm by Council President Gray. Present: Council
President Gray, Alders: Albright, Motiff, Reid, Roelke, Steiner; Staff: City Administrator Ellefson, City
Clerk Goebel, City Attorney Johnson, Lentz, Bledsoe, Weiner, Hazeltine; interested citizens. Mayor
Arnold was excused.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Reid, second by Roelke to approve the agenda. Carried voice vote.
4. Citizen Comments: None.
5. Department Reports: Place on file: DPW, Fire, Library, Lifestar, Police, Treasurer, WWTP
6. Review DPW request to purchase small dump truck (cab & chassis): DPW Director Lentz
requested to replace the 1994 dump truck with the purchase of a new truck. The replacement would
only be the cab & chassis, and funds for 2023 be moved to 2024 in order to finished outfitting the new
dump. Forward to 1/3/23 Regular meeting.
7. Review FD By-Law Change Request: Chief Hazeltine requested the by-laws be updated to reflect
SAP's recognition of 15 years to become an Honorary Member. SAP updated their length of service
several years ago and the fire department wishes to change the by-laws to match. Forward to 1/3/23
Regular meeting.
8. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public
properties, the investment of public funds, or conducting other public business, whenever
competitive or bargaining reasons require a closed session, specifically to discuss potential
developments in the City of Columbus (TIF 6): Motion by Motiff, second by Albright to convene to
closed session at 6:57 pm. Roll call vote unanimous.
9. Reconvene to open session: Motion by Roelke, second by Albright to reconvene at 7:00 pm.
Carried voice vote.
10. Convene to closed session per § 19.85(1)(c) to consider employment, promotion,
compensation, or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility, specifically to discuss Admin
Review process for 2023: Motion by Motiff, second by Roelke to convene to closed session at 7:01
pm. Roll call vote unanimous.
11. Reconvene to open session: Motion by Roelke, second by Motiff to reconvene at 7:24 pm. Carried
voice vote.
12. Adjourn: Motion by Motiff, second by Albright to adjourn at 7:25 pm. Carried voice vote.
