COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE MINUTES TUESDAY, JANUARY 3, 2023 1. Roll Call: Council President Gray called the meeting to order at 6:58 pm. Present: Council President Gray, Mayor Arnold, Alders: Albright, Motiff, Reid, Roelke, Steiner; Staff: City Administrator Ellefson, City Clerk Goebel, City Attorney Johnson, Weiner, Witthun, Lentz, Bledsoe, interested citizens. 2. Notice of Open Meeting: Noted as posted 3. Approve Agenda: Motion by Arnold, second by Roelke to approve agenda. Carried voice vote. 4. Citizen Comments: None. 5. Committee / Commission Minutes placed on file: CUC 10/20/22, Library 9/20/22, 10/18/22, PFC 11/16/22 6. Discuss Columbia County Solid Waste contract: Columbia County has requested the City enter into a longer-term contract, as a local hauler, the pricing would be more competitive. The County would need to know within the next month or so. Consensus from Council to contact other haulers for their pricing. Return to 1/17/23 COW. 7. Resolution to appoint tabulators: Resolution to allow the Clerk to appoint tabulators to help count ballots during busy elections. Forward to 1/17/23 Regular meeting. 8. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential developments in the City of Columbus (TIF 6): Motion by Steiner, second by Motiff to convene to closed session at 7:16 pm. Roll call vote unanimous. 9. Reconvene to open session: Motion by Steiner, second by Motiff to reconvene at 7:38 pm. Carried voice vote. 10.
