CITY OF COLUMBUS COMMON COUNCIL COMMITTEE OF THE WHOLE MINUTES TUESDAY, JANUARY 17, 2023 1. Roll Call: Council President Gray called the meeting to order at 6:45 pm. Present: Council President Gray, Mayor Arnold, Alders: Albright, Motiff, Reid, Roelke, Steiner; Staff: Ellefson, Goebel, Atty Johnson, Weiner, Hazeltine, Larson, Bledsoe, Ward, Schultz 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Motiff, second by Roelke to approve agenda. Carried voice vote. 4. Citizen Comments: None 5. Department Reports: Placed on file: DPW, Fire, Library, Lifestar, Police, Treasurer, WWTP 6. Discussion on Columbia County Solid Waste contract: Discussion on updated contract offer from Columbia County Solid Waste for garbage/recycling. Several concerns in the contract were noted. Joe Spair from Pellitteri made a presentation of their proposal for garbage/recycling. Staff to contact additional haulers for proposals. Return to 2/7 COW. 7. Review Plan Commission recommendation for CUP for motor vehicle wash at 204 Dix Street: Reviewed recommendation for motor vehicle wash at Kwik Trip, 204 Dix St. Forward to 2/7 Regular meeting 8. Review Plan Commission recommendation for CSM for Kwik Trip, parcels 1111.022 & 1111.040: Reviewed recommendation for CSM for Kwik Trip. Forward to 2/7 Regular meeting. 9. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential developments in the City of Columbus (TIF 6) and 1400 Park Avenue. Motion by Motiff, second by Roelke to convene to closed session at 7:04 pm. Roll call vote unanimous. 10. Reconvene to open session: Motion by Steiner, second by Arnold to reconvene to open session at 7:51 pm. Carried voice vote. 11. Convene to closed session per § 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically to discuss Fire Department compensation: Motion by Motiff, second by Roelke to convene to closed session at 7:52 pm. Roll call vote unanimous. 12. Reconvene to open session: Motion by Roelke, second by Motiff to reconvene to open session at 8:18 pm. Carried voice vote. 13.
