COMMITTEE OF THE WHOLE MINUTES
TUESDAY, FEBRUARY 7, 2023
1. Roll Call: Council President Gray called the meeting to order at 6:50 pm. Present: Council
President Gray, Mayor Arnold, Alders: Albright, Motiff, Reid, Roelke, Steiner; Staff: Ellefson,
Goebel, Atty Johnson, Weiner, Bledsoe, Hazeltine, interested citizens.
2. Notice of Open Meeting: Meeting was noted as posted.
3. Approve Agenda: Motion by Arnold, second by Roelke to approve the agenda. Carried voice vote.
4. Citizen Comments: None.
5. Committee / Commission Minutes: placed on file: CUC 11/17/22, 11/30/22, 12/19/22, CHLPC
12/7/22, Library 11/15/22, Plan Commission 9/8/22, 11/10/22, Senior Citizens 10/6/22, 11/3/22,
Tourism 12/5/22
6. Discuss donation for Police body cameras: Chief Weiner requested permission to accept a
donation from the 4th of July Committee in the amount of $1000 specifically for police body cameras.
Forward to 2/20 Regular meeting.
7. Discuss Stormwater Utility Ordinance Update: Updates the ordinance to remove the Utility from
approving rates changes that would affect the City's levy. Forward to 2/20 Regular meeting.
8. Discussion on garbage/recycling Contracts: Pellitteri Waste Systems & LRS submitted
proposals for discussion on garbage/recycling contracts. Return to 2/20 COW.
9. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public
properties, the investment of public funds, or conducting other public business, whenever
competitive or bargaining reasons require a closed session, specifically to discuss potential
developments in the City of Columbus (TIF 6), Update on parcels 1090.001, 1090.B201090.C,
1400 Park Avenue: Motion by Motiff, second by Roelke to convene to closed session at 7:30 pm.
Roll call vote unanimous.
10. Reconvene to open session: Motion by Motiff, second by Steiner to reconvene at 8:07 pm.
Carried voice vote.
11. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the
governmental body who is rendering oral or written advice concerning strategy to be
adopted by the body with respect to litigation in which it is or is likely to become involved –
103 N Ludington Street: Motion by Roelke, second by Arnold to convene to closed session at 8:09
pm. Roll call vote unanimous.
12. Reconvene to open session: Motion by Arnold, second by Motiff to reconvene to open session at
8:42 pm. Carried voice vote.
13. Convene to closed session per § 19.85(1)(c) to consider employment, promotion,
compensation, or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility, specifically update on
outside employment for Administrator, Public Works compensation, Fire Department
compensation: Motion by Arnold, second by Motiff to convene to closed session at 8:43 pm. Roll
call vote unanimous.
14. Reconvene to open session: Motion by Motiff, second by Roelke to reconvene to open session at
8:57 pm. Carried voice vote.
15. Adjourn: Motion by Arnold, second by Motiff to adjourn at 8:57 pm. Carried voice vote.
