1. Call To Order/Roll Call - 4:00 PM
A regular meeting of the Citizens Public Safety Advisory Board was called to order by
Chair Bierwiler on March 23, 2023, at 4:00 PM.
A motion was made by Member Rose, seconded by Vice Chair Stewart, to excuse
those members not present. VOTE: 8 - Aye, 1 - Excused (Member Nice), 2 -
Unexcused (Member's Pardue and Butler)
Present 8 - Board Member Rodrigo Luevano, Board Member Gavin Strickland, Board
Member David Bierweiler, Board Member Jennie Loveridge, Board Member
Tim Stewart, Board Member Scott Hefty, Board Member Scott Rose, and
Board Member Mark Chadwick
Excused 1 - Board Member Roxanne Nice
Absent 2 - Board Member Jeffrey Pardue, and Board Member Cynthia Butler
2. Approval of Minutes

This Minutes was approved
3. Introductions
Each Board member introduced themselves and shared their own personal reasons for
joining the Citizens Public Safety Advisory Board; followed by Chief Guadnola sharing
an overview of his career in Law Enforcement and why he chose the City of Commerce
City.

5. 2023 Goals/ Work Plan
Members of the Board identified their 2023 Goals/ Work Plan in collaboration with
members from the Police Department.
Their goals are as follows:
Objective - Partnering with Command Staff to establish rapport with existing
Neighborhood Watch (NW) Group Captains to help with expanding the NW program
throughout the community.
To date, the City of Commerce City has one NW group in the core city and five NW
groups in the northern area that are active.
Strategy - Increase methods of communication, leverage with using different
community groups, create partnerships with Homeowners Associations (HOA),
establish relationships with the Boys & Girls Clubs, Adelante and Faith based
organizations.
Tactic - Schedule quarterly meetings with NW Leadership and CPSAB to facilitate
common issues, successes, training and financial support.
6. Draft 2023 Budget
The CPSAB was given a Legislative budget of $12,500 for 2023 per Council's direction.
After a robust discussion, the Board has identified the following items to purchase.
1. Polo Shirts for all Board members
2. Ralston House; 2023 Pin wheel garden
3. Candy to hand out at the 2023 Memorial Day Parade
4. Donation to the 2023 Police Wee events
5. Donation made towards the 2023 National Night Out Event
6. Purchasing Public Service Announcement (PSA) Material
7. Providing financial support by way of educational information for all NW Groups
7. Monthly Police Department Updates
- Auto theft updates were provided
- First homicide of 2023
8. Best Method to Support the Public Information Officer Acquisition
- Requisition will be posted in the near future

9. Elections - Member Updates
- Chair Bierwiler made a motion to remove Jeff Pardue from Board. First, by Board
member Hefty, seconded by Board member Rose.
- Cynthia Butler - Vice Chair Stewart volunteered to contact Board member Butler.
- Nominations for the 2023 Chair. Board member Hefty nominated Dave Bierwiler.
Second by Board member Loveridge.- A unanimous decision was made for Chair
Bierwiler to remain in position.
- Vice-chair nomination made for 2023 to keep Tim Stewart in position of vice-chair. A
unanimous decision was made for Vice-chair Stewart to remain in position.
10. New Business
- Suggestion was made to increase the south area NW groups
- Build rapport with existing NW groups and schedule bi-annual meetings with the NW
Captains
- An inquiry was made reference Spanish/ English language classes. Executive
Administrative Supervisor will work with the Deputy City Clerk to solicit vendor(s)
11. Adjourn - 6:00 PM
