1. Call To Order/Roll Call 4:00 PM
A regular meeting of the Citizens Public Safety Advisory Board was called to order by
Chair Bierwiler on , February 22, 2027, at 4:06 PM.
Present 6 - Board Member Gavin Strickland, Board Member Tim Stewart, Board
Member Scott Hefty, Board Member Roxanne Nice, Board Member Tracee
Perkins, and David Bierweiler
Absent 1 - Board Member Scott Rose
2. Approval of Minutes
This was approved
3. Review and approve 2024 work plan
- Board decided to discuss at March meeting along with the 2024 budget. Board also
requested the PIO be present to talk about 2024 events.
4. Review and approve 2024 budget
5. Vote on approving new Secretary position
- A motion was made by Vice Chair Stewart, seconded by Member Perkins, for a new
position of Secretary to the Citizens Public Safety Board. VOTE: 5- Aye,0 - Nay
6. Election for Chair, Vice Chair, and Secretary positions
- Chair Biewiler began the discussion nominating himself for Chairman. A motion was
made by Member Hefty, seconded by Vice Chair Stewart, to award Dave Bierwiler as
Chair for the Citizens Public Safety Board. VOTE: The Board was unanimous in their
choice for Chairman.
- Nominations for Member Roxanne Nice and Tracee Perkins were made for Vice
Chair. The Board voted and another unanimous decision was made awarding Tracee
Perkins the position of Vice Chair.

7. Bylaws addition
- The vote was unanimous to add an amendment to the bylaws requiring board
members to attend a minimum of two in-person community events per year.
--Board requested the Executive Assistant to confirm with the Deputy City Clerk
whether Executive meetings in between regularly scheduled meeting are authorized.
Per the Deputy City Clerk, boards and commissions don't have an "executive team".
Having meetings between monthly meetings should not occur to discuss business.
However, if a meeting does occur, an agenda will need to be created and shared with
the rest of the body for all motions and decisions.
8. Report on proposed survey list of presentations
- Member Nice developed a survey that can be used throughout communities to
determine priorities and interest for training sessions with CCPD. During the meeting
Member Nice shared her screen with the Board while she went over the survey.
- Deputy Chief Sadar went over a list of classes the Police Department teaches.

2. Identity Theft
3. Senior Citizen Scam & ID Theft Avoidance
4. Small Business Defense Against Robbery
5. CPTED (Crime Prevention Through Environmental Design)
6. Active Shooter (for public)
7. CPR/ First Aid (for public)
8. Emergency Preparedness
- A request to use the CCPD social media pages to promote trainings/ classes
9. Adjourn 5:30 PM
The meeting adjourned at 5:40 PM.
