Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on June 17, 2013, at 6:30 PM. Mayor Pro-Tem Bullock and Councilman Teter moved and seconded to excuse Councilman McEldowney from tonight's meeting. Citizen Communication Dave Schulze, 6520 Porter Way, addressed Council. He suggested a forest be planted at the old dog track property. He also spoke to Council about rental properties and making property owners responsible for maintenance of their property instead of the renters being responsible. 7. Ord 1958 AN ORDINANCE AMENDING THE 2013 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE E-470 TRANSPORTATION SAFETY FOUNDATION GRANT IN THE AMOUNT OF $2,500 FOR THE POLICE CAMP PROGRAM AND THE AUTHORIZATION OF THE EXPENDITURE THEREOF. Ord 1960 AN ORDINANCE amending sections 2-1001 and 2-1003 of the commerce city revised municipal code pertaining to the adoption of election codes and write in candidates. 8. Public Hearings Commerce City Page 2 City Council Meeting Minutes - Final June 17, 2013 CU-102-13 Case # CU-102-13, Suncor Pipeline requests the approval of a Conditional Use Permit for two pipelines to transport crude oil. Both pipelines will be placed underground. Mayor Ford opened the public hearing. Suncor Representatives Leisha Burnett and Randy Lowry appeared before Council. This proposed project would involve replacing 103 miles of existing crude oil pipeline from Cheyenne, Wyoming to Commerce City. The representatives provided Council with an overview of the pipe design, testing and construction sequencing. The pipelines will be placed at a depth of five feet, exceeding the city standard of three feet. Planner Paul Workman stated the application is for three miles of an underground crude oil pipeline within the city limits. Three route options were considered, and the selected route has the least impact on the public and is the most direct route The planning commission held a public hearing on the application and recommends approval of the permit application. Julie George, of Live Well Colorado, addressed Council and asked for support of the resolution. Community Input: Christie Martin on behalf of Community Enterprise A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Carson, that this resolution be adopted. Ordinances on 1st Reading Ord 1961 AN ORDINANCE AMENDING THE 2013 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE ADAMS COUNTY OPEN SPACE GRANT IN THE AMOUNT OF $50,000 TO BE USED FOR IMPROVEMENTS FOR PIONEER PARK AND THE AUTHORIZATION OF THE EXPENDITURE THEREOF. In response to Council questions, Recreation Manager Karen O"Donnell stated that the money will be used for a new grass field, shade structures in the spray ground area and an enclosure around the rest rooms. Presentations Pres 13-152 Economic Development Update, ICSC RECon Economic Development Specialist Julie Jacoby appeared before Council to provide a recap of the ICSC Convention. The convention is known as the largest retail convention in the world. Commerce City is known to have an aggressive retail recruitment program and our attendance at the convention provides an opportunity to build relationships. The six-member team attended 45 meetings and made 97 contacts. Commerce City Page 5 City Council Meeting Minutes - Final June 17, 2013 Pres 13-193 Economic Development Derby Downtown District Update Economic Development Manager Walt Williams appeared before Council to provide an update on the Derby Downtown District. The last update was provided to Council 18 months ago. The District is comprised of 130 properties; 60 residential, 64 commercial, 3 parks and 3 churches. The District suffers from a lack of investment over the last 30 years and currently there are five abandoned buildings. Ongoing revitalization efforts include: commercial catalyst program; planning and permitting services at the Derby Resource Center and a concentrated police and neighborhood service presence. Community involvement will provide a key to success in the area. A small business development center has been successful so far . 12. Administrative Council Business City Manager McBroom reported that after Council approved the new ward boundaries, a conflict with the charter was discovered. Council will be asked to pass another ordinance renumbering the ward boundaries to correct the charter conflict. Councilwoman Carson received an email from Platte Valley Medical inviting Council to attend an event at the hospital. Councilman Douglas asked for Council support for him to attend an upcoming conference. Council members Benson and Amador moved and seconded to support Councilman Douglas's request to attend an upcoming conference VOICE VOTE: 6 aye, 2 nay (Carson, Bullock) Mayor Ford asked for help in spreading the word that water restrictions are not mandatory at this time. 13. Reports Police Chief Troy Smith reported that 30 vehicles were damaged by a BB gun over the weekend. There are no leads or suspects at this time; however, the police will be out in force canvassing the neighborhood. Mayor Ford gave a brief report on his trip to Japan and Korea. 14. Adjourn In accord with the city charter, the city attorney read the title to all ordinances and resolutions adopted by Council at this meeting. The meeting adjourned at 10:21 pm. Commerce City Page 6
