Special Meeting
1. Call to Order/Roll Call
A regular meeting of the City Council of the City of Commerce City was called to
order by Mayor Ford on November 23, 2015, at 6:05 PM.
A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Teter,
to excuse Council Member Carson from tonight's meeting.
VOTE: 8 aye, 1 excused (Carson)
A motion was made by Council Member Amador, seconded by Mayor Pro Tem
Bullock, to amend the agenda to add an executive session, pursuant to CRS
24-6-402(4)(e) for the purpose of discussing matters relative to DIA.

A motion was made by Council Member McEldowney, seconded by Council
Member Teter, to approve the consent agenda as presented. ROLL CALL

Pres 15-581 CDBG Direct Recipient Entitlement Community
Deputy City Manager Hayes gave the presentation. He stated that the city just
received notification from HUD that Commerce City meets the population threshold of
50,000 to become an entitlement community for CDBG grants. This would require
the city to terminate an IGA with Adams County who has been administering the
CDBG grant program and provide written notification to HUD of the city's intent to
become an entitlement community. The transition could take up to two years and will
require considerable up-front costs in terms of personnel.
Council asked if the city has had problems with Adams County administering the
program, if the Housing Needs Assessment will adequately meet HUD standards for
entitlement purposes, and if the Housing Authority would have involvement with the
program.
Staff responded that there have been some challenges with Adams County
administering the program, the Housing Needs Assessment was good, but might
require updating and the Housing Authority would certainly have involvement.
A motion was made by Council Member McEldowney, seconded by Council Member
Teter to disolve the IGA with Adams County and begin establishment of an
entitlement community.
VOTE: Unanimous; all present affirmed
4. Executive Session
A motion was made by Council Member Carson, seconded by Mayor Pro Tem
Bullock, to enter into executive sessions pursuant to CRS 24-6-402(4)(e) for the
purpose of determining positions relative to matters that may be subject to
negotiations concerning incentives for several potential economic development
projects within the city, CRS 24-6-402(4)(f)(I) for the purpose of the evaluation of the
municipal court judge, and CRS 24-6-402(4)(e) for the purpose of discussions
relative to DIA
VOTE: Unanimous; all present affirmed
