1. Call to Order/Roll Call
Present: 8 - Mayor Sean Ford , Council Member Jadie Carson, Council Member Rick A.
Teter, Mayor Pro Tem René Bullock, Council Member Crystal Elliott,
Council Member Jason McEldowney, Council Member Steven J. Douglas
and Council Member Paolo Diaz
Excused: 1 - Council Member Andrew Amador
2. Consent Agenda
Council Member Douglas asked to remove Resolution 2016-102 for the purpose of
discussion.
Res 2016-102 RESOLUTION AUTHORIZING CONTRACT AWARD FOR THE NORTH
METROPOLITAN AREA INDUSTRIAL STUDY
Interim Director of External Affairs Halstead answered questions regarding the scope
of the project, the city's role in this regional effort, and the associated cost of the city's
participation.
A motion was made by Council Member McEldowney, seconded by Council
Member Teter, that this resolution be adopted. VOTE:
Aye: 8- Mayor Ford, Council Member Carson, Council Member Teter, Mayor Pro
Tem Bullock, Council Member Elliott, Council Member McEldowney,
Council Member Douglas and Council Member Diaz

3. Ordinances on 1st Reading
Ord 2116 AN ORDINANCE AMENDING THE 2016 BUDGET OF THE CITY OF
COMMERCE CITY, COLORADO, TRANSFERRING A PORTION OF
THE UNENCUMBERED FUND BALANCE IN THE GENERAL FUND
TO THE CIPP FUND IN THE AMOUNT OF $1,155,000,
TRANSFERRING $2,600,000 FROM THE FLEET FUND TO THE CIPP
FUND, TRANSFERRING $2,362,000 FROM THE IMPACT FEE FUND
(ROAD AND DRAINAGE) TO THE CIPP FUND AND TRANSFERRING
$2,750,000 FROM THE CIPP FUND TO THE IMPACT FEE FUND FOR
A TOTAL AMOUNT OF $8,867,000 AND AUTHORIZING THE

EXPENDITURE THEREOF.
Finance Director Carstens explained the purpose of this ordinance is to document the
return of some funds to the impact fee fund in a transparent manner.
A motion was made by Mayor Pro Tem Bullock, seconded by Council Member
McEldowney, that this ordinance be introduced by council as seated and
approved on first reading. VOTE:
Aye: 8- Mayor Ford, Council Member Carson, Council Member Teter, Mayor Pro
Tem Bullock, Council Member Elliott, Council Member McEldowney,
Council Member Douglas and Council Member Diaz
Excused: 1- Council Member Amador
4. Executive Session
A motion was made by Mayor Pro Tem Bullock, seconded by Council Member Teter,
to enter into executive session, pursuant to Sections 402(e), (f), and (i) of the Colorado
Open Meetings Law, for the purposes of positions and strategy and instructing
negotiators regarding the city attorney's employment contract, discussion of the
employment of the city attorney, and for the purpose of reviewing the city manager's
performance evaluation.
VOTE: 8 aye, 1 excused (Amador)
16-17 An executive session pursuant to C.R.S. 24-6-402(4)(f)(I) for the purpose
of reviewing the City Manager’s performance evaluation
16-44 An executive session pursuant to C.R.S. 24-6-402(4)(e) for the purpose
of instructing negotiators relative to city attorney employment contract
5. Adjourn
The meeting adjourned at 12:00 am.
In accord with the city charter, the city attorney read the title to all ordinances and
resolutions adopted by Council at this meeting.
