Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Ford on June 5, 2017, at 6:00 PM. A motion was made by Council Member Amador, seconded by Council Member Teter, to excuse Council Members Elliott, Bullock, and McEldowney from this meeting. VOTE: 6 ayes, 3 excused (Elliott, Bullock, McEldowney) Present: 6 - Mayor Sean Ford , Council Member Jadie Carson, Council Member Rick A. Teter, Council Member Steven J. Douglas, Council Member Andrew Amador and Council Member Paolo Diaz Excused: 3 - Mayor Pro Tem René Bullock, Council Member Crystal Elliott and Council Member Jason McEldowney 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Audience Introduction The audience introduced themselves. 4. Proclamations and Recognitions 17-21 Recognition of 2017 Memorial Day Parade Winners Communication Specialist Hardee and Council Member Douglas recognized winners of the 83rd Annual Memorial Day Parade. Those present to accept trophies were: Most Creative Award: American Legion Post #151 Community Spirit Award: El Jebel Shrine Center 5. Citizen Communication None. 6. Approval of Minutes Min 17-24 Meeting Minutes of April 17, 2017 Commerce City Page 1 City Council Meeting Minutes - Final June 5, 2017 A motion was made by Council Member Carson, seconded by Council Member Teter, that the minutes be approved. VOTE: Aye: 6- Mayor Ford, Council Member Carson, Council Member Teter, Council Member Douglas, Council Member Amador and Council Member Diaz Excused: 3- Mayor Pro Tem Bullock, Council Member Elliott and Council Member McEldowney 7. Consent Agenda A motion was made by Council Member Amador, seconded by Council Member Douglas, to approve the consent agenda as presented. ROLL CALL VOTE: Aye: 6- Mayor Ford, Council Member Carson, Council Member Teter, Council Member Douglas, Council Member Amador and Council Member Diaz Excused: 3- Mayor Pro Tem Bullock, Council Member Elliott and Council Member McEldowney Ord 2129 AN ORDINANCE AMENDING THE 2017 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE COLORADO DEPARTMENT OF TRANSPORTATION GRANT IN THE AMOUNT OF $2,000 FOR CLICK IT OR TICKET ENFORCEMENT EFFORTS AND THE AUTHORIZATION OF THE EXPENDITURE THEREOF. Res 2017-41 RESOLUTION FINDING SUBSTANTIAL COMPLIANCE OF AN ANNEXATION PETITION AND SETTING A PUBLIC HEARING TO DETERMINE IF THE PROPOSED ANNEXATION COMPLIES WITH STATUTORY REQUIREMENTS FOR SUCH ANNEXATION AN-245-17 Res 2017-50 RESOLUTION APPOINTING MEMBERS TO DESIGNATED BOARDS AND COMMISSIONS OF COMMERCE CITY 8. Public Hearings Z-932-17 AN ORDINANCE REZONING FROM AG TO I-2 THE PROPERTY DESCRIBED IN EXHIBIT “A” ATTACHED HERETO AND MADE A PART HEREOF, LOCATED AT 10020 HAVANA STREET, COMMERCE CITY, COLORADO, AND AMENDING THE ZONING MAP OF THE CITY OF COMMERCE CITY, COLORADO TO REFLECT SAID REZONING. A motion was made by Council Member Teter, seconded by Council Member Douglas, that this zoning ordinance be continued. VOTE: Aye: 6- Mayor Ford, Council Member Carson, Council Member Teter, Council Member Douglas, Council Member Amador and Council Member Diaz Excused: 3- Mayor Pro Tem Bullock, Council Member Elliott and Council Member McEldowney Commerce City Page 2 City Council Meeting Minutes - Final June 5, 2017 9. Presentations Pres 17-109 RTD North Metro Line Project Update Ashland Vaughn from RTD provided council with an update. Mr. Ashland stated that 13 miles of the North Line are under construction, as are six of the eight stations. The delay in the project schedule is obtaining railroad approval for two design packages. RTD is working with regional rail partners to determine a timeframe for project completion. Pres 17-184 2017 Mosquito Control Program Overview Program Coordinator Reiber stated that the objectives for the 2017 Mosquito Control Program are: reduce the mosquito population, decrease the risk of West Nile Virus and increase education to the community. An RFP went out earlier in the year and the selected company is Vector Disease Control. 10. Administrative Council Business A motion was made by Council Member Teter, seconded by Council Member Carson to cancel the July 3, 2017, council meeting. VOTE: 6 aye, 3 excused (Elliott, Bullock, McEldowney) A motion was made by Council Member Amador, seconded by Council Member Douglas, to direct staff to prepare an ordinance to be placed on the June 19, 2017, meeting to amend the city's marijuana licensing ordinance to establish a 1,000 foot distance requirement as measured from the property line between all marijuana stores, retail, or medical; but, that such ordinance will treat adjacent, co-located businesses with the same ownership as one business and will exempt renewal licenses for which the applicant has submitted a letter of intent, attended a pre-application meeting, and submitted a complete city application. VOTE: 5 aye, 1 nay (Carson), 3 excused (McEldowney, Elliott, Bullock) Council Member Douglas asked for an update on Buckley Ranch and the dog track property, an update on 112th East of Chambers, and for a speed analysis to be conducted at Parkside North and South intersection. Council Member Diaz asked about parking options for riders of 104X. 11. Reports City Manager McBroom highlighted items from his weekly report provided to council earlier. Mayor and council reported on their attendance at various meetings and events. 12. Adjourn The meeting adjourned at 7:12 pm.
