Call to Order/Roll Call A regular meeting of the City Council of the City of Commerce City was called to order by Mayor Huseman on November 1, 2021, at 6:17 PM. A motion was made Council Member Hurst, seconded by Council Member Allen-Thomas, to excuse members not present. VOTE: 8 - Aye, 1 - Excused (Frank) Present: 8 - Mayor Benjamin Huseman, Council Member Oscar Madera, Mayor Pro Tem Jennifer Allen-Thomas, Council Member Susan Noble, Council Member Jose Guardiola, Council Member Craig Hurst, Council Member Meghan Grimes and Council Member Robyn Smith Excused: 1 - Mayor Pro Tem Nicole Frank 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Citizen Communication Commerce City Page 1 City Council Meeting Minutes - Final November 1, 2021 21-166 Citizen Communication - City Council will conduct this meeting virtually via Zoom as the Civic Center remains closed out of precaution for COVID-19. There will be the opportunity for public comment at the meeting during citizen communication and/or for each agenda item. Comments may be consolidated under the Citizen Comment part of the meeting. The public can submit their comments live during the meeting via Zoom or in advance to the City Clerk at dgibson@c3gov.com or by mail. Visit c3gov.com/council and click on “Meeting agendas” for the full meeting agenda and "Virtual Meeting and Public Comment Instructions" for instructions on how to submit live verbal and written comments. The deadline to register to comment and to submit written comments is noon on November 1. Steve Douglas spoke on the Reunion and the 2022 City Budget. 4. Proclamations and Recognitions Proc 21-18 Proclamation Declaring November 1, 2021 as Extra Mile Day in Commerce City A motion was made by Council Member Allen-Thomas, seconded by Council Member Grimes, that this proclamation be approved. Noticed Council Business 21-145 Rocky Mountain Partnership - Appointment of Council Member A motion was made by Council Member Hurst, seconded by Council Member Noble, to appoint Council Member Grimes to the Rocky Mountain Partnership. Vote: 8 - Aye, 1 - Excused (Frank) 21-167 Charging stations for electric vehicles. A motion was made by Council Member Allen-Thomas, seconded by Noble, to have City staff explore the cost and logistics of the instillation of EV charging stations throughout the City and bring those findings back to Council. VOTE: 8 - Aye, 1 - Excused (Frank) 6. Presentations Pres 21-93 Oil and Gas and Environmental Planning and Policy Monthly Update Anita Riley, Principal Planner, provided the environmental planning & policy monthly update. 7. Consent Agenda A motion was made by Council Member Allen-Thomas, seconded by Council Member Grimes, to approve the consent agenda as presented. HADER AS INTERIM CITY ATTORNEY AND APPROVING AN EMPLOYMENT AGREEMENT Res 2021-101 A RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR REPLACEMENT OF PEORIA STREET BRIDGE OVER THE LITTLE BURLINGTON DITCH TO EDGE CONTRACTING, INC. Public Hearings Res 2021-82 A RESOLUTION ADOPTING THE BUDGET FOR THE CITY OF COMMERCE CITY, COLORADO FOR THE YEAR 2022 AND PROVIDING FOR 2021 COMMERCE CITY TAX LEVY Mayor Huseman reconvened the public hearing. Mayor Huseman closed the public hearing. A motion was made by Council Member Hurst, seconded by Council Member Grimes, that this Resolution be adopted. Ordinances on 1st Reading Ord 2356 AN ORDINANCE AMENDING THE 2021 BUDGET OF THE CITY OF COMMERCE CITY, COLORADO BY THE RECOGNITION OF THE DEPARTMENT OF JUSTICE JAG/BYRNE GRANT FUNDS IN THE AMOUNT OF $30,096 FOR THE PURCHASE OF RIFLE PLATES AND BALLISTIC HELMETS TO BE USED BY POLICE DEPARTMENT PERSONNEL AND AUTHORIZATION OF THE EXPENDITURES THEREOF A motion was made by Council Member Allen-Thomas, seconded by Council Member Grimes, that this ordinance be introduced by council as seated and approved on first readingVOTE: Aye: 8- Mayor Huseman, Council Member Madera, Mayor Pro Tem Allen-Thomas, Council Member Noble, Council Member Guardiola, Council Member Hurst, Council Member Grimes and Council Member Smith Excused: 1- Mayor Pro Tem Frank 10. Council Reports City Manager Tinklenberg highlighted items presented in his weekly report provided to council earlier. The mayor and council reported on their attendance at various meetings and events. 12. Executive Session 21-164 An executive session of the City Council and staff and consultants pursuant to C.R.S. 24-6-402(4)(F) for the purpose of discussion of the annual evaluations of the City Manager. A motion was made by Council Member Allen-Thomas, seconded by Council Member Hurst, to an executive session of the City Council and staff and consultants pursuant to C.R.S. 24-6-402(4)(F) for the purpose of discussion of the annual evaluations of the City Manager.
