1. Call To Order
Meeting was called to order at 5:35pm.
In attendance: Councilmember Chacon, Members Bianca Gonzalez-De La Rosa,
Joanne Stranahan, Dee Dee Gilliam, Deana Hall, and America Carbajal. Also joining
were two interpreters, Karla and Nohra, and two community members, Scott and
Rossana.
Absent: Iona Longsoldier, Ana La Scoezec, Marco Vega, and Councilmember Kim.

Scott introduced himself to the group.
4. Ice Breaker
Group ranked five items from their most favorite to least favorite.
5. Approval of Minutes
Min 25-036 December Meeting Minutes
Deana moved to approve the December meeting minutes. Dee Dee seconded the
motion, which was approved unanimously.
6. Subcommittee Reports
a. Signature Events (Deana & Dee Dee)
Deana has a meeting with the poet laureate tomorrow in regards to Juneteenth. She
mentioned Cultural Council would like to partner for the Juneteenth event in the future,
and there was no opposition.

i. Blood Donor Month
Flyers compiling community blood drives have been created and dispersed throughout
the city.
ii. Movie Nights - Black History Month & Women's History Month
Group expressed interest in doing more movie nights and making it a series. They
want to pursue different community partnerships that could possibly make it more cost
effective.
b. Recruitment, Engagement & Partnerships (Marco)
moved to next meeting
c. Legislation & Education (Bianca & Joanne)
i. Council Report - Upcoming Legislation (Renee/Craig)
Group asked what City Council's stance is for DEI programs and initiatives being
pushed to dissolve at the federal level, and what that means for the future of the DEI
Commission locally. Councilmember Chacon assured the group on the importance of
DEI efforts to herself and others on council. She will continue to be a partner and
advocate.
ii. Upcoming Proclamations (Staff)
Monday Deana will present the Women's History Month proclamation. On 3/17 Joanne
will give the Sexual Assault proclamation, Dee Dee will give one on Child Abuse,
Deana will give one on Autism Awareness, and the group decided to reach out to the
Sikh community to see if they would like to present the proclamation honoring their
community.
d. Resource Compiling & Spanish Translations (Ana & America)

7. 2025 Goals, Budget, & Bylaws
25-101 DEI 2025 Draft Goals
Joanne moved to approve the goals as drafted. Dee Dee seconded the motion, which
was approved unanimously.

25-100 DRAFT 2025 DEI Budget
The group made some revisions to allow for more movie nights in the series.
Deana moved to approve the budget with the suggested edits. America seconded the
motion, which was approved unanimously.
25-099 DEI Commission Bylaws
Group wanted to include attendance and in person expectations in the bylaws. Staff will
bring drafted new bylaws to the next meeting to vote on.
8. New Business
Cynthia resigned
9. DEIB Team Report
Staff presented efforts the internal DEIB Team is doing for Q1.
10. February Agenda Setting
Debrief first movie night event, review bylaws.
a. In Person vs. Virtual Meeting Discussion
Deana moved to meet in person every meeting.
Joanne asked to amend the motion to meet in person every other meeting. Deana
approved the suggestion and amended her motion.
Bianca seconded the motion, which was approved unanimously.
The group will meet at Civic Center in February. A hybrid option will be available in
case of emergencies, but otherwise the expectation is to attend in person.
11. Adjourn
Meeting was adjourned at 7:03pm.
