Call To Order/Roll Call A regular meeting of the Commerce City E-470 Commercial Area General Improvement District was called to order by Chairman Ford on Monday, October 17, 2016, at 8:11pm. Present: 9 - Andrew Amador, Crystal Elliott, Jadie Carson, Sean Ford , Rick A. Teter, Steven J. Douglas, Jason McEldowney, René Bullock and Paolo Diaz 2. Approval of Minutes Min ECAGID ECAGID Meeting Minutes of June 20, 2016 16-05 A motion was made by Board Member McEldowney, seconded by Vice Chair Bullock, that the minutes be approved. VOICE VOTE: Unanimous, all present affirmed. 3. Consent Agenda A motion was made by Vice Chair Bullock, seconded by Board Member McEldowney, to approve the consent agenda as presented. ROLL CALL VOTE: Aye: 9- Board Member Amador, Board Member Elliott, Board Member Carson, Chair Ford, Board Member Teter, Board Member Douglas, Board Member McEldowney, Vice Chair Bullock and Board Member Diaz Res ECAGID RESOLUTION APPROVING FIRST AMENDMENT TERMINATING 16-07 TOWER ROAD IMPROVEMENTS PROJECT FUNDING AGREEMENT 4. Public Hearings Res ECAGID RESOLUTION ADOPTING THE 2017 BUDGET AND CERTIFICATION 16-03 OF THE MILL LEVY FOR THE E-470 COMMERCIAL AREA GENERAL IMPROVEMENT DISTRICT (ECAGID) Chairman Ford opened the public hearing. Finance Director Sheryl Carstens gave a brief presentation of the district's budget. Ms. Carstens stated that both revenues and expenditures are estimated at $16,600. The information is based on the Adams County Valuation. No one came forward to address the board on the budget. A motion was made by Vice Chair Bullock, seconded by Board Member McEldowney, that the resolution be continued to November 7, 2016. VOICE VOTE: Unanimous, all present affirmed. ECAGID 09-16 AN ORDINANCE INCLUDING CERTAIN LANDS INTO THE COMMERCE CITY E-470 COMMERCIAL AREA GENERAL IMPROVEMENT DISTRICT Chairman Ford opened the public hearing. Interim Deputy City Manager Roger Tinklenberg appeared before the board to give a brief presentation. Mr. Tinklenberg stated that the property owners of DIA Tech Center purchased additional lands that they would like included in the district. No one appeared to speak in favor or opposition of the inclusion and the public hearing was closed. A motion was made by Vice Chair Bullock, seconded by Board Member McEldowney, that this ordinance be introduced and approved on first reading.
