Call To Order/Roll Call A regular meeting of the Commerce City E-470 Commercial Area General Improvement District was called to order by Chairman Ford on October 16, 2017, at a 8:22 p.m. Present: 9 - Andrew Amador, Crystal Elliott, Jadie Carson, Sean Ford , Rick A. Teter, Steven J. Douglas, Jason McEldowney, René Bullock and Paolo Diaz 2. Approval of Minutes Min ECAGID ECAGID Meeting minutes of November 7, 2016 17-01 A motion was made by Vice Chairman Bullock, seconded by Board Member Teter, to allow Board Member McEldowney to abstain from voting on the minutes of November 7, 2016, because of his excused absence. VOTE: 8 aye, 1 abstain (McEldowney) A motion was made by Board Member Amador, seconded by Vice Chair Bullock, that the minutes be approved. VOTE: Aye: 8- Board Member Amador, Board Member Elliott, Board Member Carson, Chair Ford, Board Member Teter, Board Member Douglas, Vice Chair Bullock and Board Member Diaz Abstained: 1- Board Member McEldowney Min ECAGID ECAGID Meeting minutes of October 17, 2016 17-02 A motion was made by Vice Chair Bullock, seconded by Board Member Amador, that the minutes be approved. VOICE VOTE: Unanimous, all present affirmed. 3. Public Hearings Res ECAGID RESOLUTION ADOPTING THE 2018 BUDGET AND CERTIFICATION 17-01 OF THE MILL LEVY FOR THE E-470 COMMERCIAL AREA GENERAL IMPROVEMENT DISTRICT (ECAGID) Chairman Ford opened the public hearing. Finance Director Carstens presented the proposed budget to the board. She stated that the mill levy is set at 27 mills and anticipated revenues and expenditures are Commerce City Page 1 E-470 Commercial Area General Meeting Minutes - Final October 16, 2017 Improvement District $16,673 for a balanced budget. No one came forward to address the board on this matter. A motion was made by Vice Chair Bullock, seconded by Board Member McEldowney, that this resolution be continued to November 6, 2017. VOICE VOTE: Unanimous, all present affirmed. 4. Presentations Pres 17-540 Temporary Reduction in Mill Levy Deputy City Manager Tinklenberg gave a presentation on the request of a developer in the DIA Tech Center to temporarily reduce the mill levy for five years. Pros, cons and considerations were presented and staff is recommending support for the temporary reduction. 5. Executive Session 17-76 An Executive Session pursuant to C.R.S. 24-6-402(4)(b) and (e) for be purpose of receiving legal advice and determining positions and instructing negotiators relative to development incentives. A motion was made by Board Member Carson, seconded by Board Member Teter, to enter into executive session, pursuant to C.R.S. 24-6-402(4)(b) and (e) for the purpose of receiving legal advice and determining positions and instructing negotiators relative to development incentives. VOICE VOTE: Unanimous, all present affirmed. Upon return from the executive session, a motion was made by Board Member McEldowney, seconded by Vice Chairman Bullock, to prepare a resolution to temporarily reduce the mill levy for board action on November 6, 2017. VOICE VOTE: Unanimous; all present affirmed 6.
