Call To Order/Roll Call A special meeting of the Commerce City Urban Renewal Authority was called to order by Chairman Ford on October 16, 2017, at 6:00 p.m. A motion was made by Vice Chairman Bullock, seconded by Board Member Teter, to excuse Board Member Fairfield from this meeting. VOTE: 11 aye, 1 excused (Fairfield) Present: 11 - Crystal Elliott, Jadie Carson, Jason McEldowney, Steven J. Douglas, Rick A. Teter, Andrew Amador, René Bullock, Paolo Diaz, Sean Ford , Charles "Chaz" Tedesco and Timio Archuleta Absent: 1 - Alex Fairfield 2. Approval of Minutes Min URA URA Special Meeting MInutes of May 8, 2017 2017-03 A motion was made by Board Member McEldowney, seconded by Board Member Amador, to allow Board Members Elliott and Diaz to abstain from voting on the minutes of May 8, 2017, because of their excused absence. VOTE: 9 aye, 2 abstain (Elliott, Diaz), 1 excused (Fairfield) A motion was made by Vice Chair Bullock, seconded by Board Member McEldowney, that the minutes be approved. VOTE: Aye: 9- Board Member Carson, Board Member McEldowney, Board Member Douglas, Board Member Teter, Board Member Amador, Vice Chair Bullock, Chair Ford, Board Member Tedesco and Board Member Archuleta Abstained: 2- Board Member Elliott and Board Member Diaz 3. Public Hearings Res URA RESOLUTION ADOPTING THE 2018 BUDGET FOR THE COMMERCE 2017-03 CITY URBAN RENEWAL AUTHORITY (URA) Chairman Ford opened the public hearing. Finance Director Carstens presented the proposed budget to the authority. She stated that this is the first year the authority will adopt its own budget. Ms. Carstens reviewed Commerce City Page 1 Urban Renewal Authority Meeting Minutes - Final October 16, 2017 the various urban renewal areas and projects. Projected revenues and expenditures are estimated to be $1,032,782 for a balanced budget. No one came forward to address the authority. A motion was made by Vice Chair Bullock, seconded by Board Member McEldowney, that this resolution be continued to November 6, 2017. VOTE: Aye: 11 - Board Member Elliott, Board Member Carson, Board Member McEldowney, Board Member Douglas, Board Member Teter, Board Member Amador, Vice Chair Bullock, Board Member Diaz, Chair Ford, Board Member Tedesco and Board Member Archuleta 4. Teter, Andrew Amador, René Bullock, Paolo Diaz, Sean Ford , Charles "Chaz" Tedesco, Timio Archuleta and Alex Fairfield Res URA RESOLUTION APPROVING A PROPERTY TAX INCREMENT 2017-04 REVENUE AGREEMENT WITH ADAMS COUNTY, COLORADO A joint presentation was given by Community Development Director Cramer, Developer Wells and Caitlin Quander from Adams County. They reviewed the development schedule for the Mile High Greyhound Site and the various terms of the property tax increment financing agreement with Adams County. A motion was made by Board Member McEldowney, seconded by Board Member Teter, that this resolution be approved. VOTE: Aye: 11 - Board Member Elliott, Board Member Carson, Board Member McEldowney, Board Member Douglas, Board Member Teter, Board Member Amador, Vice Chair Bullock, Board Member Diaz, Chair Ford, Board Member Archuleta and Board Member Fairfield Recused: 1- Board Member Tedesco 5.
