1. Call To Order/Roll Call
Hearing Officer Ablao called the meeting to order at 9:25 a.m.
2. Public Hearings
Pres 16-418 New Application - 3.2% Beer Premises License

Hearing Officer Ablao opened the public hearing and noted that the Authority's file is
admitted into evidence for this hearing.
Entering appearance:
Kevin Coates, Registration #25995, on behalf of the applicant
Scott McCollam, on behalf of the applicant
Ruth Tsehaye, on behalf of the applicant
Carol Johnson, on behalf of the petitioning company
Attorney Coates stated that the area surrounding the proposed licensed premises is
developing and there are no other liquor-licensed establishments, nor many residents
at this time. In 2005, Seven Eleven began franchising most of their operations in
Colorado. Pursuant to the franchise agreements, operators, such as this applicant, will
come in through their entity and operate the store on a day-to-day basis. The applicant
has three other licensed stores in the city and has not had any suspensions for alcohol
violations.
Ruth Tsehaye was sworn in and testified to staffing, disciplinary action to be taken for
violating alcohol laws and hours of operation.
There was no public present and the public hearing was closed.
Hearing Officer Ablao made the following findings:
The evidence presented does support that the adult inhabitants of the neighborhood do
desire the issuance of this license.
The reasonable requirements of the neighborhood, for the type of license being
sought, are not currently being met.
The number, type, and availability of liquor outlets, located in or near the
neighborhood, do not preclude the issuance of this license.

The applicant is, at this time, qualified to conduct the type of business proposed.
The license is granted with the following conditions:
Satisfactory inspection of the premises by all appropriate city departments.
Satisfactory results of the background check.
Compliance with all liquor code, rules, regulations, and municipal ordinances.
Pursuant to CRS 12-47-312(4) the license will not issue until the time the building has
been inspected to determine compliance with the diagram.
3. Adjourn
There being no further business to come before the authority, the meeting was
adjourned.
