1. Call To Order/Roll Call/Pledge of Allegiance
Meeting was called to order at 6:02 pm by Co-Chair Maillet.
Members Present: Clark Berggren, Mary Hogan Chan, DeLilah Collins, Alejandro
Garcia, Josh Houde, Craig Hurst, Justin Maillet, Shawn McDowell, Adam Venanzi, Bret
Walker
Absent: Jose Guardiola, Kendall Ryerson, Paul Welander
PRG Staff present: Carolyn Keith, Chad Redin, Paul Hebinck, Traci Ferguson, Lisa

Guest: Angela Burgos, Finance Department Budget and Performance Analyst and
Commerce City resident.
Let the record show Member Hurst joined the meeting at 6:10 p.m.
A moment of silence was observed in honor of CCPD Detective Curt Holland and
life-long Commerce City resident Francesca “Frannie” Dominguez who were both killed
in a traffic accident that occurred on Highway 2 on October 16, 2020.

3. Committee Member Updates - Co-Chairs Introduction of 2 New Members
Two new PRG Advisory Committee members were confirmed at the October 19, 2020
City Council meeting.
New Member: Shawn McDowell
Mr. McDowell introduced himself and shared thoughts on being involved and his
interest in the PRG Advisory Committee. Welcome Shawn!
New Member: Kendall Ryerson
Ms. Ryerson was unable to attend due to another commitment. Welcome Kendall!
Everyone in attendance shared brief introductions as well.
4. Approval of Minutes
A motion was made by Member Collins seconded by Member Venanzi to approve the
September 15, 2020 minutes as submitted. VOTE: Unanimous. The motion passed.

20-78 Trail Update - Traci Ferguson
Attachments: Trail Update
Traci Ferguson, Parks Planner III, reviewed the Trail Update presentation which
outlined the city’s existing trails, the various types of trails, the connections that
currently exist between them as well as the planning and projects taking place to
further their development. She shared information on the various areas where
collaboration with several various external entities is necessary; not only for the funds
necessary to expand but also the land-use rights for access to do so.
20-79 Adams County Open Space Ballot Measures 1A and 1B to Preserve
Adams County Open Space Funding (City Council Resolution 2020-83) -

Carolyn Keith, Director of Parks, Recreation and Golf shared that on October 5, 2020
City Council approved a resolution in support of renewing the existing sales taxes in
Adams County for parks, trails, and open space (Issue 1A) as well as road, bridge,
and facilities (Issue 1B) to ensure responsible growth planning and management. Both
of these measures will be on the November election ballot and have provided great
benefit to PRG.
20-80 GOCO Resilient Community Grant Update - Lisa Nordholt
Lisa Nordholt, Strategic Initiatives Supervisor, shared information regarding the
October 16, 2020 submission of the Resilient Communities grant application. This
endeavor is two-fold and entails the collaborative development of a Commerce City
Park Ranger position in conjunction with Adams County Open Space to provide
education, outreach, and enforcement as well as an Urban Green Spaces Volunteer
Investment Project with Bluff Lake Nature Center and Sand Creek Regional Greenway
Partnership to recruit and encourage stewardship within our outdoor spaces. A
determination by GoCO and grant response is expected in mid to late November.
20-81 Future Agenda Items - Carolyn Keith
Members reviewed items previously outlined as future agenda topics and provided
feedback on the timing of their coverage at upcoming meetings. The five-year CIPP
plan was recently reviewed with City Council and requested to be added to the
November 2020 agenda. An inquiry was made to once again offer a City tour of the
various parks and facilities. Staff will need to explore possible virtual options due to
the group’s size and current social distancing guidelines.

Traci Ferguson, Parks Planner III, discussed the completed renovation at Veterans
Memorial Park and grand opening that was held for the inclusive, universally designed
playground now available at this location. All of the City’s playgrounds are ADA
compliant however, the Veterans Memorial Park now provides additional structures and
equipment to promote opportunities for individuals, children and families to engage and
interact with one another throughout the park.
20-82 The Smart Approach to Cost Recovery Update - Chad Redin
Chad Redin, Recreation Manager, revisited the topic of cost recovery and the exercise
done at the September meeting with Jamie Sabbach to categorize and assess cost
recovery expectations for the various programs and services offered within the Parks,
Recreation and Golf department. He shared the results and welcomed feedback and
discussion regarding the continuum outline that was developed from the input received.
20-83 Parks, Recreation & Golf COVID-19 Updates - Staff
Tri-County Health released further updated guidelines reducing events from 25 to 10
people in attendance. The shelter rental season runs through the end of October and
only one event was impacted by this change. The guidelines for event spectators are
also limited and being adhered to and staff is continuing to be diligent in
communicating the guidelines and necessity of following the set limits. Onsite fitness
classes that were outdoors are transitioning indoors and limited based on restrictions
and classroom size. Although there are some challenges encountered of the changing
health department guidelines, the GroupExPRO site being kept up to date with class
offerings and cancellations. On October 5, 2020 the reservation system was revised to
only being necessary for pool access times. The remaining fitness areas are now first
come, first served and adhering to capacity limitations. Staff in all locations are
remaining diligent and attentive to cleaning, social distancing and wearing masks. No
outbreaks have originated from City facilities.
7. Council Member Reports & Information
Councilman Hurst indicated that Councilman Guardiola was absent due to attending
the vigil for Detective Holland and noted that he would be leaving to attend this event
as well. The City Council has been busy with the 2021 budget as well as the initial
activities and development of the Comprehensive Plan Commission. The City’s budget
influences the ten-year plan, focusing the vision for the City and shaping how we
connect and interact with neighboring cities.
