There will be no physical meeting. Zoom Meeting 1. Call To Order/Roll Call/Pledge of Allegiance Meeting was called to order at 6:02 pm by Co-Chair Maillet. Members Present: Clark Berggren, Mary Hogan Chan, DeLilah Collins, Alejandro Garcia, Jose Guardiola, Josh Houde, Craig Hurst, Justin Maillet, Shawn McDowell, Kendall Ryerson, Adam Venanzi, Bret Walker, Paul Welander Absent: None PRG Staff present: Carolyn Keith, Paul Hebinck, Traci Ferguson, Lisa Nordholt, Maria Jepson Guest: Angela Burgos, Finance Department Budget and Performance Analyst and Commerce City resident as well as Terrance Coon also a Commerce City resident. Let the record show Member Hurst joined the meeting at 6:47 p.m. New Member: Kendall Ryerson: Ms. Ryerson introduced herself and shared thoughts on being involved and her interest in the PRG Advisory Committee. Welcome Kendall! 2. How the Meeting Works Via Zoom - Maria Jepson 3. Approval of Minutes A motion was made by Member Collins seconded by Member Berggren to approve the October 20, 2020 minutes as submitted. VOTE: Unanimous. The motion passed. This was approved 4. New Business 20-97 PRG - 5 Year Capital Improvement Project Plan (CIPP) - Staff Attachments: GRASP CIPP Presentation Carolyn Keith, Director of Parks, Recreation and Golf and Traci Ferguson, Parks Planner III, reviewed the GRASP CIPP Presentation and discussed the Geo-Referenced Amenities Standards Program that is used to measure service provided by parks and recreation systems. The initial inventory of analyses was Commerce City Page 1 Parks, Recreation, and Golf Meeting Minutes - Final November 17, 2020 Advisory Committee completed in 2007 and updated in 2016. Many of the strategic plan recommendations have been applied to the CIPP for implementation in addition to the scheduled maintenance and replacement schedule that the CIPP outlines. This utilizes a mix of funding sources including lottery, Adams County Open Space, park impact fees, the general fund, 2K, and grant monies. The five-year list of projects is growing and ever-changing based on a cycle to repair/maintain as well as requests that are initiated, damage that arises and necessary operating adjustments. Co-Chair Maillet shared a potential safety concern with slick concrete in the basketball court at Villages East and requested this to be followed up on. 20-98 Dec. 15 Advisory Committee Meeting - committee charter & resolution review - Carolyn Keith Attachments: Committee Charter Resolution 2016-12 Resolution 2016-117 Membership Update Director Keith indicated that this will be an area that some time will be spent on at the next meeting. Please review the attachments that were provided and identify questions or changes that may need to be addressed. This Administrative Business was continued 20-99 CAREs ACT funded grant programs <https://www.c3gov.com/living-in/police-public-safety/safety-prevention/c ovid-19-coronavirus-grants> - Lisa Noble Lisa Nordholt, Strategic Initiatives Supervisor, shared that on November 9, 2020 three new grant programs were rolled out to include options for Family, Child Care Assistance and Senior offerings that are meant to cover gaps that have been identified due to the pandemic and restrictions that are in place. Councilman Hurst requested that all advisory committee members do what they can to share this information to others within the community and bridge the gaps for people that may not engage with the sources they are currently posted to. This Administrative Business was continued 5. Unfinished Business 20-95 Adams County Open Space (ACOS) Update - Carolyn Keith Director Keith shared a video created by the county for the Adams County Open Space 20 years of Parks with more information available at: https://www.adcogov.org/openspace Both Ballot Issues 1A and 1B passed in the November 2020 election and 1A directly impacts these kinds of collaborative programs. This Administrative Business was discussed and closed 20-96 Great Outdoors Colorado (GOCO) Update - Lisa Nordholt We are waiting for updates on the GOCO Generation Wild Northeast Metro Coalition items that were applied for and will share more on this as we receive information. Commerce City Page 2 Parks, Recreation, and Golf Meeting Minutes - Final November 17, 2020 Advisory Committee This Administrative Business was continued 20-83 Parks, Recreation & Golf COVID-19 Updates - Staff Additional new guidelines are forthcoming and set to begin later this week and PRG is ready to respond. The facilities will be returning to the reservation based options for classes and limiting participation accordingly. All outdoor rentals have ended for the year/season and the permit application process for these will not resume until after the first of the year for spring. The winter/spring recreation guide will be delayed by these recent changes in restrictions It will be out in December available online. This Administrative Business was continued 6. Council Member Reports & Information Member Hurst provided updates regarding the year-end work they are doing as and the finalizing of budget elements as well as assessing the impact of this year the current and future numbers. Although it is not quite “business as usual” the City continues to adapt and move forward. Fifteen individuals were recently selected for the Comprehensive Plan Commission. Please continue to reach out to council members and staff with ideas, questions and feedback. 7. Committee Member Reports & Information Co-chair Maillet made a motion to cancel the December holiday meeting due to the social distancing guidelines that are in place. Member Collins seconded the motion. Motion passed. 8. PRG Announcements Distributed to all members via email on November 13, 2020 and available on www.c3gov.com. Co-chair Maillet highlighted Project Present as one that is an annual option that this committee has supported for several years. 9.
