Meeting was called to order at 6:02 p.m. by Co-Chair Walker.
Members Present: Clark Berggren, DeLilah Collins, Jose Guardiola, Josh Houde,
Craig Hurst, Justin Maillet, Shawn McDowell, Kendall Ryerson, Adam Venanzi, Bret
Walker, Paul Welander
Absent: Mary Hogan Chan, Alejandro Garcia
PRG Staff Present: Carolyn Keith, Chad Redin, Paul Hebinck, Traci Ferguson, Lisa
Nordholt, Maria Jepson
Guest: Angela Burgos, Finance Department Budget and Performance Analyst and
Commerce City resident.
Let the record show that Member Houde joined the meeting at 6:09 p.m.
2. Approval of Minutes
A motion was made by Member Welander seconded by Member Berggren to approve
the November 17, 2020 minutes as submitted: VOTE: Unanimous. The motion
passed.
3. New Business
21-08 PRG Advisory Committee Charter and Resolution Review
Discussion regarding why members joined the committee and what they
would like to accomplish on the committee.

Members discussed possible updates to the Charter and Resolution.
Member Guardiola suggested continuing to meet monthly in 2021. Member Collins

proposed continuing the Zoom meeting option going forward.
Director Keith advised that staff will bring any attendance issues to the attention of the
co-chairs if members are regularly missing meetings and not giving advance notice.
For yearly updates to City Council, Member Hurst proposed doing the update in mid
spring to provide information on upcoming summer and events to promote the
programming and activities. Director Keith indicated it could align with the roll out of
the summer brochure in late March or early April.
Director Keith advised that staff will work with the City’s legal department with regard to
item 2B in Resolution 2016-12 due to the recent dissolution of the Capital Improvement
Project Citizen Advisory Committee to address this item and bring it back to the
committee to review.
Co-Chair Walker asked that members review why they joined the committee and what
they would like to see accomplished as a member.
Member Houde recommended under the Purpose of the committee to incorporate
sustainability as well as adding diversity and inclusion in the Membership section.
21-09 Elect PRG Advisory Committee Co-Chairs for 2021
Member Berggren motioned to retain Bret Walker and Justin Maillet as the Co-Chairs
of the committee. Member McDowell seconded the motion. VOTE: Unanimous. The
motion passed.
4. Unfinished Business
20-83 Parks, Recreation & Golf COVID-19 Updates - Staff
Recreation Manager Redin provided updates on Recreation. Restrictions have moved
to the orange level which means increased participants in the center while continuing to
do reservations for patrons and maintaining all safety protocols. We anticipate opening
Paradice Island in the summer with restrictions that will require reservations and time
blocks.
Golf Manager Hebinck provided updates on Golf. Everyone is excited to have people in
the club house again. The change to orange level permits indoor seating at 25%
capacity. Some days are warm enough to eat the patio but the majority of the time it is
too cold. We continue to be vigilant with all safety precautions for staff and guests.
Plans for the upcoming season are being finalized including the Denver Golf Expo in
February which will be a Cyber-Expo.
20-62 City Comp Plan/PRG Master Plan Update - Traci Ferguson
Meetings kicked off last week for the Technical Advisory Group and the Staff Working
Group. PRG has representatives in both areas. The public outreach will begin in
March. The website is live for the outreach at
https://www.hlplanning.com/portals/commercecity/. There is a tutorial on the website
(Map.Social) that is a mapping activity to enter issues and opportunities. The Parks,
Recreation & Golf Master Plan is on track for 2022 with the components currently in
process building a base for that.

5. Council Member Reports & Information
Nothing to report.
6. Committee Member Reports & Information
Member Welander recognized staff working on the Second Creek Open Space
recently. Surface gravel was placed on the trail as well as mowing along that area. The
efforts are beneficial and appreciated.
Co-Chair Maillet thanked those that donated to Project Present in December. The
committee was recognized as a sponsor. Additionally, there was a recent article in the
Colorado Byline about the renovation at Eagle Pointe.
Guest Angela Burgos, Budget & Performance Analyst, gave an update on the City
budget cycle. Things are starting to take shape as they prepare for the 2022 budget
year.
Co-Chair Walker asked if the committee would continue to meet on a monthly basis.
There were no changes proposed therefore, the meetings will remain as the third
Tuesday of each month.
