1. Call To Order/Roll Call/Pledge of Allegiance
Meeting was called to order at 6:01 pm by Co-Chair Walker.

Guest: Angela Burgos, Finance Department Budget and Performance Analyst and
Commerce City resident.

2. Approval of Minutes
A motion was made by Member Venanzi seconded by Member Collins to approve the
January 19, 2021 minutes as submitted. VOTE: Unanimous. The motion passed.
3. New Business
21-24 Comprehensive Plan Presentation Feedback

Jenny Axmacher, Principal Planner in Community Development shared an overview of
the 2045 Pathway to the Future plan and reviewed the selected project partners:
Houseal Lavigne, Tetra Tech, J.R Engineering & Toole Design. This comprehensive
plan is meant to serve as an outline the next 25 years and guide future decision
making as well. The plan is non-regulatory and the development process was created

to engage the community as well. The project will follow a five step cycle to include
Initiation, Engagement, Analysis, Planning and Adoption.
The presentation included a brainstorming exercise consisting of three questions:
1) What are the most important issues/concerns facing Commerce City?
2) What projects would you like to see in the next 10-20 years to make Commerce City
a better place?
3) What are the City’s top assets and strengths?
All of the members that were present were able to participate and contribute their
feedback to each of these questions and the responses were recorded. These same
questions will be asked of a wide range of groups and all of the feedback and input
received will be compiled and used to cultivate ideas and determine various elements
of the comprehensive plan as it is developed.
Staff thanked the committee for their input and requested assistance in recruiting
friends, family, neighbors and coworker involvement of sharing feedback via the online
survey as well as the Map.Social interactive site. The project website will be fully
functional soon and community engagement workshops are being planned for March
via Zoom with sessions offered in both English and Spanish. Additionally, a DIY
workshop kit/outreach tool is currently being created. These kits will provide residents
the tools and information to conduct their own workshop in a private comfortable
environment. More information, a brief demo as well as access to meeting summaries,

20-83 Parks, Recreation & Golf COVID-19 Updates - Staff
Recreation Manager, Chad Redin, indicated that on February 12, 2021 the restrictions
moved to yellow level allowing another small increase in capacity for the weight room.
Most activities no longer require reservations with the exception of basketball courts
and pools. All safety orders are still being followed; masks are required and facilities
close for one hour twice a day for deep cleaning in addition to what is done while open.
Overall operations are back to regular hours – seven days a week. Summer Camps
and Paradice Island plan to run this year with restrictions as well as requiring
reservations. Summer staff hiring has begun with training being prepared and a digital
summer brochure is in process for April release. Special event/outreach planning is
being reviewed and access to the pickle ball courts will also resume with restrictions
soon.
Golf Manager, Paul Hebinck, shared that the change in restrictions has allowed the

restaurant to move to move to 50% capacity or up to 50 people in the dining room,
whichever is less; boosting business and increasing the focus for Friday nights and
holidays. Table spacing restrictions are still in effect but they look forward to more
outdoor diners when better weather returns as well. Staff is also planning for the return
of men’s, women’s, juniors and military service programs in the months ahead.
Booking for 2021 summer tournaments is underway and groups are excited to return.
All restrictions are being followed and revisions are being made to gradually and safely
return to normal operations.
5. Council Member Reports & Information
Council Member Hurst mentioned to watch for further changing health orders. Council
is hopeful that we will be able to host some summer community events. He thanked
the staff for their continued flexibility in meeting demands to adjustments required due
to the current restrictions and for advocating for residents to get active and take
advantage of available amenities.
