Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM Meeting was called to order at 6:03 pm by Co-Chair Walker. Members Present: Mary Hogan Chan, Jose Guardiola, Josh Houde, Craig Hurst, Shawn McDowell, Adam Venanzi, Bret Walker, Paul Welander Absent: Clark Berggren, DeLilah Collins, Alejandro Garcia, Justin Maillet, Kendall Ryerson PRG Staff present: Carolyn Keith, Chad Redin, Paul Hebinck, Traci Ferguson, Lisa Nordholt, Maria Jepson Guest: Angela Burgos, Finance Department Budget and Performance Analyst and Commerce City resident. Approval of Minutes A motion was made by Member Hogan Chan seconded by Member Venanzi to approve the March 16, 2021 minutes as submitted. VOTE: Unanimous. The motion passed. 3. New Business 21-41 Request to rename recreation amenity (Council Policy #7 - Procedure for Naming of Facilities} - Carolyn Keith Attachments: Facility Naming Council Policy (CP-7) Director Keith shared a presentation on the facility naming policy. In October 2020, the Commerce City Police Department lost Detective Holland in a fatal car accident. A proposal to rename the Buffalo Run Golf Course in memory of Detective Curt Holland was made by Mayor Huseman. The National Law Enforcement Officers Memorial honors fallen peace officers by permanently recording and commemorating their service and sacrifice at the Memorial in Washington, DC. In addition, the Beyond the Commerce City Page 1 Parks, Recreation, and Golf Meeting Minutes - Final April 20, 2021 Advisory Committee Call of Duty Traveling Memorial will stop in Commerce City on August 12, 2021. Currently PRG, CCPD and the Quality Community Foundation are collaborating to establish the Curt Holland Memorial Golf Tournament on August 20, 2021 and the funds raised will go to a non-profit that supports families of fallen officers and an academic scholarship. Committee members discussed options and guidelines within the policy, evaluating the request and possible recommendations that included: • A memorial bench and a plaque right before Hole 1 on the course. • Honoring both Detective Holland and Francesca Dominguez but not renaming the course. • Family members and CCPD providing input; possibly set up a new committee. • Placing a bench at a signature hole on the course for Detective Holland; or at Eagle Pointe or another site in the City. • A memorial bench and tree combination in honor of both who lost their lives in the accident. • Creation of a permanent memorial along Highway 2. A motion was made by Co-Chair Walker, seconded by Member Hogan Chan to advise City Council that the Parks, Recreation and Golf Advisory Committee members believe it is important to honor and remember both Detective Curt Holland and Francesca Dominguez. The committee would not recommend changing the name of a facility (Buffalo Run). The committee believes it is important to involve members of the individual families as well as the Commerce City Police Department in determining and moving forward with recommendations to honor these individuals. VOTE: Unanimous. The motion passed. 21-52 PRG Personnel Update - Carolyn Keith Director Keith shared a Personnel Update Presentation with the committee that outlined a proposal to convert two variable hour positions to one full time Recreation Coordinator in the Youth/Teen Division for adaptive and outdoor programming. Need for this position has increased due to the ongoing difficulties recruiting part time staff, critical need for outdoor programming and inclusion from a social equity perspective to provide affordable programs and services that enhance physical and mental well-being. A motion was made by Member McDowell, seconded by Member Houde to support the creation of a full-time Recreation Coordinator-Outdoor and Adaptive Programs position by converting two existing vacant VHE youth/teen director positions. VOTE: Unanimous. The motion passed. 21-59 City Council Study Session - PRG Advisory Committee Update (Mon., April 26) - Carolyn Keith Director Keith shared the update that will be presented to City Council on April 26, 2021. Co-chairs Walker and Maillet will present to City Council and all committee members are invited to attend. 4. Unfinished Business 21-08 PRG Advisory Committee Charter and Resolution Review - Carolyn Keith Commerce City Page 2 Parks, Recreation, and Golf Meeting Minutes - Final April 20, 2021 Advisory Committee Attachments: Committee Charter Resolution 2016-12 Resolution 2016-117 Membership Update Director Keith reviewed a draft resolution modifying the PRG Advisory charter. A motion was made by Co-Chair Walker, seconded by Member Venanzi in support of a resolution to modify the PRG Advisory Committee to remove existing outdated reference, further promote member involvement in capital project milestones, and advocate for health, and wellness, equitable access, and conservation of the beneficial outdoor elements. VOTE: Unanimous. The motion passed. 21-60 Grant Application Update - Adams County Open Space (Turnberry Skate Spot & Monaco Park); Great Outdoors Colorado (GOCO) Resilient Communities - Traci Ferguson & Lisa Nordholt Strategic Initiatives Supervisor Nordholt reported that unfortunately Commerce City did not receive the GOCO Resilient Communities Grant. The funding was intended to help support the Park Ranger position as well as the similar Sand Creek Greenway and Bluff Lake position. Parks Planner Ferguson has submitted grant applications to Adams County Open Space, one for the Skate Spot at Turnberry Park, and for upgrades at Monaco Park, for updates to perimeter sidewalks, lighting, access points to the street for ADA, and playground/shelter updates. 21-61 2022 CIPP Submission to include Bison Ridge park amenities (pickle ball courts with lights, inclusive play structure and picnic shelter) - Carolyn Keith Director Keith shared information on projects submitted for consideration in the 2022 budget which include the repair and replacement of current amenities, site furnishings and ballfield maintenance. The largest 2022 project will be replacement of the aging irrigation system for Buffalo Run Golf Course. In addition to these, the proposal for the Bison Ridge Park provides an inclusive play structure, picnic shelters and pickle ball courts with lighting. 21-62 PRG Emergency Preparedness Follow-up - Chad Redin Recreation Manager Redin reviewed Recreation Staff Emergency Preparedness. Emergency training is provided for staff twice per year. These sessions include reviewing active shooter training, fire alarm and clearing locker room scenarios, and emergency preparedness for indoor and outdoor weather emergencies and incorporate the City’s Emergency Manager where applicable as well. 5.
