Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM Meeting was called to order at 6:01 pm by Co-Chair Houde. Approval of Minutes A motion was made by Member Welander seconded by Member Stegman to approve the August 15, 2023, minutes as submitted. VOTE: Unanimous. The motion passed. Unfinished Business 23-221 Joint Meeting with City of Brighton Advisory Committee being in lieu of October 17th monthly meeting - Chad Redin (no attached documents/discussion only) The meeting is with the Brighton Advisory Committee on October 4th from 5:30 to 7:00pm at the Brighton Recreation Center. There will be a bike/pedestrian trail presentation and their Parks and Recreation Director, Travis Haines, will share details of upcoming 2024 CIP projects. Additionally, all members in attendance will be encouraged to participate in a round table discussion with the full group. A motion was made by Member Stegman seconded by Member Martinelli to cancel Commerce City Page 1 Parks, Recreation, and Golf Meeting Minutes - Final September 19, 2023 Advisory Committee the October 17th, 2023, meeting in lieu of the other October engagements taking place. VOTE: Unanimous. The motion passed. 23-223 PRG Master Plan Update - Chad Redin (no attached documents/discussion only) Engagement efforts are going well and we are extending the community feedback period. There are a couple additional links and surveys that have been added as well. The input received will be reviewed with City Council on January 22, 2024. 23-224 Park Project Updates (Fronterra, Oasis, Monaco) - Chad Redin (no attached documents/discussion only) Fronterra: Disc golf final walk-through is this week with construction beginning next week. Oasis: US Army Corp of Engineers has completed the permit allowing things to proceed and go out for bid. There should not be any conflicts with the adjacent waste water pipeline project. Second Creek Farms: Outreach being undertaken this year for community input. Anticipating that bid solicitation will be posted in Q2 of 2024. A park naming contest for both the Oasis and Second Creek Farms areas will be held in Nov/Dec 2023. Monaco: The renovation contract awarding was approved at the September 18th Council meeting. Work should begin within the next month and includes the FitCourt outdoor gym installation. 5. New Business 23-225 Second Creek Open Space Update - Chad Redin Attachments: Trail Update Waste Water Recovery pipeline project was delayed during the last few years and is now underway and picking up speed. The spring/summer rains hindered the timeline but progress is being made again after the flood damaged repairs were able to be completed last week. The work north of 104th Avenue is primarily done with only a few small areas to be finished up. Interim PRG Director Redin reviewed a map of the area, noting where the work is currently taking place, detours that are necessary and well-marked, as well as the current trail outlines. This project is expected to wrap up in April 2024. 23-226 BR and EP Shut Down Presentation - Tim Duda Attachments: 2023 Facility Annual Maintenance Recreation Manager Duda reviewed an overview of the multitude of projects and cleaning efforts that are undertaken during the ten day closure period at each recrecreation center annually. Staff works diligently to make repairs and floor to ceiling deep-cleaning and disinfecting that supplement the daily cleaning efforts done year-round. Collaboration with Public Works and Communications is also essential to make it all happen in addition to the elbow grease and teamwork from all those involved onsite. Community Engagement Updates Member Martinelli shared that Eagle Pointe space utilization is great and was very clean – even before the closure. Member Welander assisted with the Fishing Frenzy event on September 16th at Lake Mary within the Refuge noting his roles performed that day and the contest winners as well as calling out the beautiful trails and other activities that were offered in addition to fishing. Member Stegman noted that we had a great turn out with current and past advisory committee members for the PRG Master Plan engagement on August 22nd and continued the efforts to share the input collection information at the Community Marketplace event as well. 7. Council Member Reports & Information Council Member Noble shared that the wrap up of the City Comprehensive Plan draft has been tabled until October. Several grant items were accepted this month along with $1 million in ARPA funds converted for use for grant implementation as well as the addition of a few positions to focus on this area for a three year test period. She noted that unfortunately, the recent talks with a local restaurant for a new location here have ended despite having good incentives offered. Discussion of proposed Kroenke projects around the Civic Center are still ongoing. This year there will also be a new Family Fright Night on the Field event at Dick’s Sporting Goods Park on October 13th from 5:30 to 9:00 pm showing Hocus Pocus. 8. Committee Member Reports & Information Member McDowell inquired about the repaving efforts that were undertaken recently on 112th between Highway 85 and Peoria Street. It appears that the road striping was only done at the edges where it had previously allowed for a shoulder area which is instrumental for biking along that area as there are no bike lanes. Interim Director Redin indicated he would follow up with the Public Works Street Maintenance team on this issue. 9. PRG Announcements Distributed to all members via email on September 14, 2023. Recreation Manager Duda reviewed items that were included and highlighted the upcoming facility closures and hours of operation revisions. He shared that volunteers are still needed for the October 15th Wild 4 Life Triathlon. There are two sessions available – either 6 to 11 am or 10 am to 2 pm and activities include organizing/directing participants, course management and watching for incidents. The participant giveaways and medals are ordered and the vendor we have partnered with will be doing another social media push for registrants to get signed up. 10.
