Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM Meeting was called to order at 6:01 pm by Co-Chair Collins. Members Present: DeLilah Collins, Bob Grandinetti, Josh Houde, Shawn McDowell, Chris Niyork, Michael Stegman, Rocky Teter, Paul Welander and Karl Zimmermann Let the record show Member Houde joined the meeting at 6:15 pm and Member Stegman joined at 6:36 pm Absent: Charles Dukes, Oz Flores and Desiree Martinelli Staff present: Kathy LeVeque, Paul Hebinck, Tim Duda, Pam Young and Maria Jepson Guests: None 2. Public Comment - None 3. Approval of Minutes A motion was made by Member Teter seconded by Member Grandinetti to approve the May 21, 2024, minutes as submitted. VOTE: Unanimous. The motion passed. Min 24-112 Minutes of May 21, 2024 Meeting Attachments: Minutes 4. Unfinished Business 24-169 Parks Presentation (Trees/Parks Conditions) - Rogelio Moncada Parks Maintenance Supervisor, Rogelio Moncada, presented information on the trees within the City’s Parks, Trails and Open Space areas. He spoke on topics that included the creation of a tree inventory system, trees needing attention or removal, planting plans, tree-based diseases faced and methods utilized to control the spread, Commerce City Page 1 Parks, Recreation, and Golf Meeting Minutes - Final July 16, 2024 Advisory Committee soil and water sodium/alkalinity challenges, maintenance changes and other processes/tools being utilized to mitigate issues and improve overall health and longevity of the 1,200 trees currently accounted for. Staff are continuing to be trained within certification programs and reviewing options of a collaboration with state forestry services to provide additional assistance. Residents and Park Rangers are encouraged to submit tree reports via the City’s app for quickest follow up. 24-170 Oasis Park Name Update - Kathy LéVeque Deputy Director LéVeque indicated that City Council again discussed this topic at the June 3rd meeting and provided additional feedback and recommendations for alternative name options. The committee members discussed the various directions they could proceed with this and reviewed the original list that was created from public feedback. After considering several options and the committee’s purpose to the process, a motion was made by Member Grandinetti, seconded by Member Stegman to recommend the name as Creekside Park. VOTE: Unanimous. The motion passed. 24-171 Golf Cart Update - Kathy LéVeque Deputy Director LéVeque shared that the City Attorney has advised that PRG staff should develop a policy draft to clarify and outline the points in question around personal golf cart usage and any other related items. Staff is working to compile additional information from various sources and the information will be brought back to this group for review before being finalized. 24-172 Master Plan Update - Kathy LéVeque Deputy Director LéVeque communicated that the resolution to approve the Parks, Recreation and Golf Master Plan was approved by City Council at the July 15th meeting. Next steps for implementing the elements are being identified and PRG staff are looking forward to engaging with the PRGAC members as things proceed to take shape going forward. 24-173 Summer Shindig Update - Tim Duda Recreation Manager Duda reviewed the activities and attendance from the June 27th event. Thank you to members Grandinetti and Welander for volunteering. The Golf Disc course launch was engaging and interactive with the starter kits given out. Second Shindig event of two will be on July 25th at Pioneer Park again offering five food trucks offering various food options as well City and service-based organizations sharing information while providing a fun-filled environment for the community to come together. 5. New Business 24-174 Buffalo Run Clubhouse Update - Chad Redin Golf Manager Hebinck shared that the process continues. Council requested to have the maintenance area items removed and to re-post the project for supplemental bids to be received. Those bids will go back to Council on July 22nd. Community Engagement Updates Member Stegman shared feedback from attending Music in the Parks event, aside from being hot attendees were enjoying the activities and appreciated the giveaways. Co-chair Collins reviewed the Boards and Commission member training offered and the new handbook as well as the revised Bob’s Rules being implemented. Requested that a mini session be coordinated for the PRGAC members. 7. Council Member Reports & Information PRG Master Plan final adoption approved at the meeting the night before. 8. Committee Member Reports & Information Member Grandinetti indicated that the Youth Commission is ramping up for their big event in October and recruiting for additional youth members aged 13 to 17. 9. PRG Announcements Distributed to all members via email on July 10, 2024. Recreation Manager Duda highlighted that the splashpad public feedback collection results were on display for attendees to review. Paradice Island will switch to weekend-only hours after August 11th. Due to the summer heat, most days are at capacity. September 4th will be the Grand Opening of the Active Adult Center at Bison Ridge Rec Center and it was noted that we do partner with A-Lift as a transportation provider. Facility closures upcoming – Bison Ridge shut down August 19 to 30th. Reminder, next PRGAC meeting will be at Eagle Pointe. 10.
