1. Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM
Meeting was called to order at 6:01 pm by Co-Chair Collins.
Members Present: DeLilah Collins, Charles Dukes, Oz Flores, Bob Grandinetti, Josh
Houde, Desiree Martinelli, Michael Stegman, Rocky Teter, Paul Welander and Karl
Zimmermann
Let the record show Member Houde joined the meeting at 6:03 and Member Dukes
joined at 6:05.
Absent: Shawn McDowell and Chris Niyork

2. Public Comment

3. Approval of Minutes
A motion was made by Member Teter seconded by Member Stegman to approve the
July 16, 2024, minutes as submitted. VOTE: Unanimous. The motion passed.

4. Unfinished Business
24-102 September 7th Park Tour - Chad Redin
Park tour will focus on the parks with recent renovations as well as new areas
throughout the city. Attendees should meet at Bison Ridge ready to go by 9 am.

24-200 Update on English/Spanish Translation Programs - Tim Duda
Recreation Manager Duda indicated that Spanish classes have been offered
previously however, enrollment numbers drive their continuation. Staff will explore the
interest and see what options may be possible in the future. Many of the area
libraries also offer access to online language classes for patrons with an active library
card.
24-174 Buffalo Run Clubhouse Update - Chad Redin
Director Redin shared the additional bids received with Council at the July 22nd
meeting. All still exceeded the current budget allocation. Council will review again in
late October to consider options that were outlined which include: scaling back the
initial plan to a general refresh for the restaurant; a more in-depth level of updates
made with minimal construction undertaken to stay under the budget threshold; a
new outline of the work determined within the outlined budget selecting elements to
be implemented and others that would not be undertaken; or to continue with original
design, and determine funding options for the deficit.
5. New Business
24-201 Buckley Community Park/High School Site - Kathy LéVeque
Deputy Director LéVeque presented an overview of the conceptual elements for the
new park that will be adjacent and interwoven with the new 27J high school being
built at East 96th Avenue and Reunion Parkway. The park site is to the east of the
high school and is approximately 35-40 acres with passive natural areas
incorporated. Funding for the development is still yet to be determined. The school
construction completion is expected in the spring of 2027 with it opening in August
2027.
24-202 CIP Update - Kathy LéVeque
Deputy Director LéVeque provided an update on the various Capital Improvement
Projects completed to date in 2024 as well as ones that are currently in process and
the ones upcoming in 2025 and beyond once funding is allocated for them. In
addition to the 20+ active projects there are also annual repair/replacement
schedules followed to maintain and preserve these sites. Member Dukes and others
discussed the need for this information to be shared out with residents and patrons in
public promotions, rebranding, seeing project end results beyond the website pages
with periodic updates.

6. Community Engagement Updates & General Discussion Items
Member Welander shared concerns on the reseeding efforts after the completion of
the pipeline project that went through the Second Creek Open Space. Staff will follow
up on this with Parks Maintenance. Member Zimmermann inquired on creating a
connection between a golf cart path with an easement and on the possibility of the
rec membership benefit offered to board and commission members can be revised?
Staff noted that it is a policy that resides with the City Clerk’s office. Member Collins
made a motion to add this as a future meeting agenda item for further discussion and
direction, seconded by Member Zimmermann. VOTE: seven ayes, three nays –
motion passes. Member Zimmermann posed a rhetorical question on the committee’s
advisory capacities.
7. Council Member Reports & Information
Member Dukes shared that the xeriscaping initiative was approved upon second
reading. The Council also approved a donation to a traumatic brain injury fundraising
event – the Grace Baca 5K on September 21st
https://gracebacafoundation.com/grace-baca-5k, a safe streets budget initiative was
requested for neighborhood/education/enforcement and engineering and the 2025
budget and work plan outlines are in process. Member Teter indicated that the city’s
gunfire detection triangulation system is working and proving to be a beneficial
tactical resource.
8. Committee Member Reports & Information
Member Grandinetti noted that more info will come at next meeting about the October
Youth Commission activities. Thank you to all of the PRGAC members that assisted
with the Music in the Park/Shindig/Disc Golf Launch events this summer! We are
grateful for your interest and involvement!
9. PRG Announcements
Distributed to all members via email on August 15, 2024. Note: Interactive QR codes
for maps and trail system information have been added into the brochure outlines
going forward.
