Call To Order/Roll Call/Pledge of Allegiance - 6:00 PM Meeting was called to order at 6:01 pm by Co-Chair Houde Members Present: Charles Dukes, Bob Grandinetti, Josh Houde, Desiree Martinelli, Shawn McDowell, Rocky Teter, Paul Welander and Karl Zimmermann Absent: DeLilah Collins, Oz Flores and Michael Stegman Staff present: Chad Redin, Kathy LeVeque Paul Hebinck, Tim Duda, Marina Andalon, Pam Young and Maria Jepson 2. Public Comment - None 3. Approval of Minutes A motion was made by Member Houde seconded by Member Martinelli to approve the August 20, 2024, minutes as submitted. VOTE: Unanimous. The motion passed. Unfinished Business Commerce City Page 1 Parks, Recreation, and Golf Meeting Minutes - Final September 17, 2024 Advisory Committee 24-229 Golf Cart Policy - Paul Hebinck Golf Course Manager Hebinck shared a presentation and discussed the use of personal motorized vehicles at Buffalo Run. He stated requests for using personal vehicles have been received from those living near the golf course, and that there are no municipal golf courses in the metro area that allow private golf carts. He shared some of the safety concerns raised by the city’s Risk Manager, including the lack of control over the maintenance and potential for accidents. A motion was made by Member Houde seconded by Member Teter that the City of Commerce City adopts a department policy for the Buffalo Run Golf Course that specifically prohibits personal motorized vehicles on the course. VOTE: seven ayes, one nay. The motion passes. 24-230 Vegetation Restoration at the Wastewater Pipeline - Chad Redin Director Redin discussed the progress of vegetation restoration in the Second Creek Open Space, sharing that they will be reseeding in October to allow for germination over winter There is still some close-out work to be completed and the area near the construction entrance and it will be restored to its original state. 24-231 Applying the Boards & Commissions Benefit Differently - Kathy LéVeque Director Redin discussed the current format and indicated that he was supportive of changing it to allow boards and commission members to use the recreation center pass credit towards a golf pass, if desired. Making this change will require an updated policy draft to be outlined and submitted to the city attorney's office, and then provided to the city council for their review. The group agreed with this revision and asked staff to proceed. 5. New Business 24-232 Communications Update - Marina Andalon Communications Specialist Andalon discussed the role and responsibilities of the community relations team at the city. She explained that their team includes seven staff and creates material for all of the city departments and ensures that the designated standards are adhered to. She highlighted the team's transparency and their ongoing efforts to keep residents informed through various publications and campaigns. She stressed the need for increased participation in the transportation master plan and encouraged the group to brainstorm ways to promote the plan and other events and projects to the community. 24-233 Swag Purchases - Tim Duda Tabled to October 15, 2024 meeting Commerce City Page 2 Parks, Recreation, and Golf Meeting Minutes - Final September 17, 2024 Advisory Committee 6. Community Engagement Updates & General Discussion Items Member McDowell discussed the transportation study focusing on 120th between 85 and Tower. He noted the addition of 24 feet of pavement for dedicated bus lanes, which are unproven as needed for this area. He encouraged others to share input on the ideas being considered. This is in addition to the need for implementing a defined trail system connecting all of the various areas and neighborhoods safely throughout the city. Attendees noted their appreciation for the recent park tour for this group. 7. Council Member Reports & information Councilmember Teter recognized the Monaco Park renovation and reopening with many new elements and things to engage all-ages. He indicated that he is now on the Sand Creek Trail System board and hoping to be able to continue the efforts with them. Councilmember Dukes discussed the city's community engagement initiatives, including monthly meetups and online forums to address local issues. He mentioned the Talk Around Town meetings and safe streets initiative, which aims to reduce speeding, provide funding for engineering, and educate the community on safety. He also noted the importance of transparency in city council voting records. 8. Committee Member Reports & Information Member Grandinetti shared information about the upcoming Youth Commission Kickstart to Adulthood event on October 22nd, inviting students from 8th to 12th grades to participate. Staff will provide the event flyer to members via email. 9. PRG Announcements Distributed to all members via email on September 12, 2024. 10.
