This increase is mainly due to the need for a $ 15 billion investment in generation over the next three years to meet the growing demand and increased costs. TVA will automatically adjust the Retail Rates to keep Local Power Company's margins in line. This will amount to approximately a $3.50 increase to the typical residential customer's monthly electric bill. Additionally, TVA approved to discontinue the Pandemic Credit that Local Power Companies have been receiving over the past three years. This will result in a loss to Cookeville of about $800,000 annually. The credit has been used to fund capital projects such as the $5 million Cane Creek Substation project without the need to raise retail electric rates. The last rate increase by the Electric Department was in 2007. Due to the loss of this credit, the increase we are seeing in material costs, and on-going capital projects, I will be recommending a Retail Rate increase of 0.5%. This increase will amount to approximately 74 cents for the average residential customer.
