APPOINTMENTS, PROCLAMATIONS, PRESENTATIONS OR AWARDS 5. OLD BUSINESS A. Consider approval of minutes of council meeting held on October 19, 2023. 6. CONSENT AGENDA A. Set a date (12-7-23) for a public hearing on Ordinance #O23-11-22, to rezone property located at 2210 Fisk Road (Tax Map 040-D, Group A, Parcel 006.00) from RM-8 (Multi-Family Residential) to CI (Commercial-Industrial Mixed Use). B. Set a date (12-7-23) for a public hearing on Ordinance #O23-11-23, to appeal the Planning Commission’s action at the September 25th, 2023 meeting to deny a request to install an additional on-premise sign, amending Ordinance #O18-12-32, that rezoned property located on East 10th Street and North Old Kentucky Road from RS-10, “Single Family Residential” to PCD, “Planned Commercial Development” and established limitations on signage. C. Consider awarding bid for two (2) 100 KVA transformers – Electric Department. D. Consider awarding bid for five thousand (5,000) feet of 350 Triplex URD Cable – Electric Department. 7. NEW BUSINESS - PUBLIC HEARINGS AND ACTION ITEMS A. Hold a public hearing and consider on first reading Ordinance #O23- 11-20, amending the budgets of the General Fund, Animal Control Fund, Economic Development Fund, and the Transportation Fund of the City of Cookeville, Tennessee for the fiscal year ended June 30, 2024. SPONSOR – BRENDA IMEL B. Consider approval of Joint Venture Agreement between the City of Cookeville and Putnam County for the operation of the Cookeville – Putnam County Animal Shelter. SPONSOR – JAMES MILLS C. Consider approval and authorize the City Manager to execute supplemental agreement #4 for NEPA reevaluation with engineering firm Cannon and Cannon for the Interstate Drive Sidewalk Project. SPONSOR – JON WARD D. Consider approval and authorize the City Manager to execute Amendment #1 for right-of-way acquisition services with engineering firm Kimley-Horn for the South Willow Avenue (SR 135), West Jackson Street Intersection Improvement Project. SPONSOR – JON WARD E. Consider approval of one year contract extension with Retail Strategies for retail development marketing and consulting services. SPONSOR – JON WARD F. Consider authorizing the City Manager to enter into a vehicle sales agreement with Volunteer Behavioral Health for a van to use as a mobile response unit – Police Department. SPONSOR – RANDY EVANS G. Consider awarding bid for East 10th Street Widening Project, Phase 2, from Fisk Road to Wilson Avenue – Public Works Department. SPONSOR – BLAKE MAYO H.
