A. Consider approval of minutes of council meeting held on December 21,
2023.
B. Consider on second and final reading Ordinance #O23-12-25,
amending Title 8, Alcoholic Beverages Chapter 4, Beer; Title 11
Municipal Offenses, Chapter 6 Alcohol; and Title 16, Streets and
Sidewalks, etc., Chapter 7, Public Parks, Grounds and Municipal Areas,
of the Cookeville Municipal Code. SPONSOR – JAMES MILLS
6. CONSENT AGENDA
A. Consider awarding bid for twenty-five thousand (25,000) feet of 1/0
URD Primary Cable – Electric Department.
B. Consider awarding bid for LED Lights – Electric Department.
C. Consider approval of pricing adjustment on transformer bid approved
by the City Council on 7/6/2023 – Electric Department.
D. Consider corrections to memos declaring items as surplus approved by
the City Council on 5/4/2023 (Leisure Services) and 11/16/2023
(Water Quality Control Department).
E. Consider withdrawal of appeal postponed at 12/7/23 City Council
meeting: Hold a public hearing on Ordinance #O23-11-23, to appeal
the Planning Commission’s action at the September 25th, 2023
meeting to deny a request to install an additional on-premise sign,
amending Ordinance #O18-12-32, that rezoned property located on
East 10th Street and North Old Kentucky Road from RS-10, “Single
Family Residential” to PCD, “Planned Commercial Development” and
established limitations on signage – Planning Department.
7. NEW BUSINESS - PUBLIC HEARINGS AND ACTION ITEMS
A. Hold a public hearing and consider on first reading Ordinance #O24-
01-01, amending the budget of the General Fund of the City of
Cookeville, Tennessee for the fiscal year ended June 30, 2024.

B. Hold a public hearing and consider on first reading Ordinance #O23-
09-18, amendment to the Zoning Code relative to Recreational
Vehicles (RV’s) in nonconforming Mobile Home Parks.

C. Consider Resolution #R24-01-01, authorizing the submittal of a
Community Transportation Planning Grant Application to the
Tennessee Department of Transportation for the purpose of preparing
a City Street Resurfacing and Restriping Plan for the City of
Cookeville and committing the City to the local funding match.

D. Consider ratifying the execution of an option to purchase
approximately 1.62 acres located on Gould Drive, identified as Parcel
102.28 on Tax Map 65, and authorizing the City Manager to exercise
the option and to proceed with the purchase. SPONSOR – JAMES

E. Consider approval of Change Order to the engineering agreement with
Clinton Engineering for design services for the widening of West
Stevens St. from South Willow Ave. to Hughes St. SPONSOR – JAMES
