A. Consider approval of minutes of council meeting held on December 7,
2023.
B. Consider on second and final reading Ordinance #O23-11-22, to
rezone property located at 2210 Fisk Road (Tax Map 040-D, Group A,
Parcel 006.00) from RM-8 (Multi-Family Residential) to CI
(Commercial-Industrial Mixed Use). SPONSOR – JON WARD
C. Consider on second and final reading Ordinance #023-12-24,
abolishing the Departments of Gas and Electric, creating a new
Department of Energy which shall include the Divisions of Electric and

6. CONSENT AGENDA
A. Consider on second and final reading correction of a typographical
error on Ordinance #O23-11-21, amending Title 18, Chapter 1 of the
Cookeville Municipal Code relative to water connection charges –
Water Quality Control Department.
B. Consider rescinding bid for inventory item (manhole risers) approved
by the City Council on 8-17-23 and award bid to second bidder –
Water Quality Control Department.
7. NEW BUSINESS - PUBLIC HEARINGS AND ACTION ITEMS
A. Consider for approval Amendments to the Upper Cumberland Regional
Airport Interlocal Agreement. SPONSOR – DAN RADER
B. Consider on first reading Ordinance #O23-12-25, amending Title 8, Alcoholic Beverages
Chapter 4, Beer; Title 11 Municipal Offenses, Chapter 6 Alcohol; and Title 16, Streets
and Sidewalks, etc., Chapter 7, Public Parks, Grounds and Municipal Areas, of the
Cookeville Municipal Code. SPONSOR – JAMES MILLS
C. Consider Resolution #R23-12-21, making appropriations from the
Opioid Settlement Funds to non-profit and government funded
organizations involved in the prevention and treatment of opioid
addiction benefitting the City of Cookeville, Tennessee for the fiscal
years 2023 and 2024. SPONSOR – JAMES MILLS
D. Consider authorizing the City Manager to execute an agreement and
purchase property on Lee Avenue, identified as a portion of Map 040G,
Group C, Parcel 001.07, from Soard Rental Partnership, in relation to
the Tennessee Tech Pump Station Replacement Project and
construction of the Tennessee Tech Equalization Basin – Water Quality
Control Department. SPONSOR – BARRY TURNER
E. Consider authorizing the City Manager to execute an agreement and
purchase property on West 17th Street, identified as a portion of Map
040G, Group C, Parcel 001.06, from Kerry Jane Wiggins and John B.
Wiggins IV, in relation to the Tennessee Tech Pump Station
Replacement Project and construction of the Tennessee Tech
Equalization Basin– Water Quality Control Department. SPONSOR –
