B. Hold a public hearing and consider on second and final reading
Ordinance #O24-05-12, amending the budgets of the General Fund,
State Street Aid Fund, Solid Waste Fund, Animal Control Fund and the
Quality of Life Fund for the City of Cookeville, Tennessee for the fiscal
year ended June 30, 2024. SPONSOR – BRENDA IMEL
C. Consider on second and final reading Ordinance #O24-05-13,
amending Title 18, Chapters 1 and 2 of the Cookeville Municipal Code,
relative to water & sewer rates – Water Quality Control Department.

6. CONSENT AGENDA
A. Set a date (6-20-24) for a public hearing on the Stormwater
Management Program and Ordinance #O24-06-18, amending Title 14,
Chapters 5, 7, & 8 of the Cookeville Municipal Code, pertaining To
Erosion Control, Stormwater Management & Riparian Buffer Zones –
Public Works Department.
B. Consider purchasing Senus Smartpoint meters for the Advanced
Metering Infrastructure (AMI) Project – Energy Department/Gas
Division.
7. NEW BUSINESS
A. Hold a public hearing and consider on first reading Ordinance #O24-
06-15, providing a tax levy for the City of Cookeville, Tennessee, for
the fiscal year ended June 30, 2025; providing means for the collection
of revenues; and establishing the due dates and delinquency dates for

B. Hold a public hearing and consider on first reading Ordinance #O24-
06-16, authorizing appropriations for financial aid to public service,
nonprofit, and charitable organizations for the fiscal year ended June

C. Hold a public hearing and consider on first reading Ordinance #O24-
06-17, adopting the annual budget for the fiscal year beginning July 1,
2024 and ending June 30, 2025 for the City of Cookeville, Tennessee.

D. Hold a public hearing and consider on first reading Ordinance #O24-
06-14, adopting the annual budget for the fiscal year beginning July 1,
2024 and ending June 30, 2025 for Cookeville Regional Medical

E. Consider awarding bid and authorizing the City Manager to execute an
agreement for General Contractor to provide Pre-Construction
Services, Cookeville Fire Department Stations 2 and 3.

F. Consider approving and authorizing the City Manager to execute a
lease agreement with Tennessee Tech University Foundation for
properties located at Church Avenue and S. Walnut Street (Tax Map

G. Consider authorizing the City Manager to enter into an Engineering
Services Agreement for various substation projects – Energy

H. Consider approval of Engineering Contract for design of sanitary sewer
for the Rebecca Place-Bunker Hill Road Annexation Area – Water

I. Consider authorizing the City Manager to execute a contract for pump
and motor repair utilizing the City of Clarksville’s approved contract –

J. Consider Resolution #R24-06-14 authorizing and providing for the
financing of the construction of a Water Facilities Project, including
authorizing the execution of applications, contractual agreements, and
other necessary documents, and making certain representations,
certifications, and pledges of certain revenue in connection with such
financing – Water Quality Control Department.

K. Hold a public hearing and consider on first reading Ordinance #O24-
04-06 request to close, abandon and declare as surplus property a
portion of an undeveloped right-of-way for Fifth Avenue located off

L. Hold a public hearing and consider on first reading Ordinance #O24-
04-07 to rezone property at 1331 South Maple Avenue (Tax Map 066,
Parcel 104.00) from RS-10 (Single-Family Residential) to RS-7.5

M. Hold a public hearing and consider on first reading Ordinance #O24-
04-08 to rezone property located at State Street & Bybee Avenue (Tax
Map 053-P, Group A, Parcel 026.00) from RS-10 (Single-Family

N. Hold a public hearing and consider on first reading Ordinance #O24-
04-11 to rezone the Dogwood Park Area (Tax Map 053G, Group C,
Parcels 004.00, 006.00, 007.01, 008.00, 010.00, 011.00, 014.00,
015.00 and a portion of 004.01, and Tax Map 053-F, Group F, Parcel
001.00) from CL (Local Commercial) to CBD (Central Business

O. Hold a public hearing and consider Resolution #R24-05-11, a
Resolution to annex certain territory upon written consent of the
owners and to incorporate the same within the boundaries of the City
of Cookeville Tennessee for the Putnam County Fairgrounds
annexation area, located off Tennessee Avenue, further identified as a
portion of Tax Map 055, Parcel 108.05. SPONSOR – JON WARD
P. Hold a public hearing and consider on first reading Ordinance #O24-
04-09 to establish zoning in the Putnam County Fairgrounds
Annexation Area, as CR (Regional Commercial).

Resolution to annex certain territory upon written consent of the owner
