The Cookeville City Council met in regular session on Thursday, November 7, 2024,
at 5: 30 p.m., in the Municipal Building, 45 E. Broad Street.
CALL TO ORDER AND ROLL CALL
Mayor Wheaton called the meeting to order. Present and answering roll call

invocation. Mayor Wheaton led the Pledge of Allegiance.

HEARING FROM OFFICERS, COUNCILMEN AND CITY MANAGER
City Manager James Mills shared that Moody's upgraded the City's most
recent bond rating to Aal, the highest rating in the history of the City. Mr.
Mills credited Finance Director Brenda Imel, Assistant Finance Director Jenni
Nisewander, the Finance Department and previous City Managers for their
efforts in helping to keep the City on sound financial footing.
Vice-Mayor Eldridge and Councilman Bagci each shared personal statements
concerning the 2023 Christmas Parade and the controversy with efforts to
organize a 2024 Christmas Parade.

Fee Arrangement: CED will pay Provider for Professional and Technical Services under this
Agreement as follows:
1. An amount equal to the cumulative hours charged to the Project by the Provider and each
class of Provider's employees times the hourly rates listed below plus Reimbursable
Expenses and Provider's equipment and sub-consultant's charges, if any. The total amount
shall not exceed the amount listed above for each specific project. Hourly rates and

New York, November 04, 2024 -- Moody's Ratings (Moody's) has upgraded the City of
Cookeville, TN's issuer and general obligation unlimited tax (GOUL T) ratings to Aa1
from Aa2. Concurrently, we have assigned a Aa1 rating to the city's proposed $10.0
million General Obligation Bonds, Series 2024 (Bank Qualified). Post issuance, the
city will have approximately $58.0 million in total debt outstanding.
The upgrade to Aa1 reflects the city's robust financial position which has realized
strong growth in recent years while also being supplemented by a growing local
economy that is a regional economic hub for the upper Cumberland region in northern
Tennessee.
RATINGS RATIONALE
The Aa1 issuer rating reflects the city's robust financial position underscored by
prudent management, ample reserves and liquidity, and strong local tax revenue
streams. As of year-end fiscal 2023, the city's available fund balance and net current
assets were $129.9 million or a strong 81.6% of revenue. Since 2020, the city has
consistently bolstered its reserves by an average of $11.1 million annually, a
testament to management's ability to consistently outperform budgets, control
expenditures and actively assess rates for its utility operations. The rating also reflects
the city's diverse and growing local economy which acts as a regional economic hub
for the upper Cumberland region. The city's local economy is expected to continue its
trend of growth in the coming years which will lend to further property tax and sales
tax growth. Resident wealth and income levels are below-average with an adjusted
median household income (MHI) of 75.0% of the US MHI, however this figure is
somewhat skewed due to the large student population enrolled at Tennessee Tech
University. The rating further incorporates a modest leverage position which is
expected to remain low despite plans for additional debt borrowings in the near-term.
The absence of distinction between the issuer and Aa1 GOUL T ratings reflects the
city's general obligation full faith and credit pledge.
RATING OUTLOOK
We do not assign outlooks to local government issuers with this amount of debt
outstanding.

LEGAL SECURITY
The Series 2024 bonds are payable from unlimited ad valorem taxes to be levied on
all taxable property within the city corporate limits with the full faith and credit of the
city irrevocably pledged for prompt payment of principal and interest.
USE OF PROCEEDS
The proceeds for the Series 2024 bonds will be used to finance the acquisition,
construction and equipping of various public works projects, construction and
equipping of two new fire stations, improvements to Cookeville Performing Arts
Center and Dogwood Park, and the construction of recreational facilities.
PROFILE
Cookeville, TN is located in Putnam County, TN (Aa2) approximately 80 miles east of
Metro. Govt. of Nashville & Davidson Cnty. (Aa2 stable). The city's population was
34,967 according to the 2022 American Community Survey.
