COOKEVILLE HISTORIC ZONING COMMISSION MINUTES MAY 8, 2001 The Cookeville Historical Commission met on Tuesday, May 8, 2001, at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Anne Lowe, Don Prince, Vern Crabtree, and Greg Stamps. MEMBER ABSENT: Calvin Dickinson. RESCIND MOTION OF APRIL 17, 2001 FOR ELECTION OF CHAIRMAN AND VICE-CHAIRMAN. Vern Crabtree made the motion to rescind the motion for election of Chairman and Vice-Chairman at the April 17, 2001 meeting. Anne Lowe seconded the motion and the motion carried unanimously. RESCIND MOTION. RE-ELECTION OF CHAIRMAN AND VICE-CHAIRMAN. Vern Crabtree nominated Don Prince as Chairman. Anne Lowe seconded the motion and the motion carried unanimously. DON PRINCE, CHAIRMAN. Vern Crabtree nominated Greg Stamps as Vice-Chairman. Anne Lowe seconded the motion and the motion carried unanimously. GREG STAMPS, VICE-CHAIRMAN. CONSIDER FOR APPROVAL THE MINUTES OF APRIL 17, 2001. Vern Crabtree made the motion to approve the minutes of April 17, 2001 with two revisions. Anne Lowe seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR ADOPTION BYLAWS. James Mills clarified the following sections: (1) attendance, (2) staff refers to the staff of the Department of Planning and Codes, (3) secretary refers to Jayne Barns, secretary to the Historic Zoning Commission. Anne Lowe made the motion to adopt the bylaws as printed. Vern Crabtree seconded the motion and the motion carried unanimously. BYLAWS ADOPTED. CONSIDER FOR ADOPTION ADMINISTRATIVE RULES AND PROCEDURES. James Mills stated that the applications have to be submitted to the Office of Planning and Codes. The applications will be reviewed before it is sent to the Board. Note that the deadline to file an application is 14 days prior to the 2nd Tuesday meeting. Vern Crabtree made the motion to adopt the Administrative Rules and Procedures as printed. Greg Stamps seconded the motion and the motion carried unanimously. ADMINISTRATIVE RULES AND PROCEDURES ADOPTED. The Board is waiting for clarification from Tara Mielnik on the question on how many votes a property owner is entitled to when considering the 2/3rds vote. Marsha Donovan was present and stated that she is working on a Historical Survey that was done by Calvin Dickinson in the 1980’s. The list will be given to the Commission when it is completed. COOKEVILLE HISTORIC ZONING COMMISSION 2 MAY 8, 2001 Jean Metz was present from the First Presbyterian Church. She suggested that the Public Hearing be scheduled at a neutral location like the church. The Commission discussed the possibility of a Downtown Historic District. Melinda Keifer was present and stated that Cityscape has already developed design guidelines for commercial areas in the CBD District. She added that grant money could be available. Vern Crabtree made the motion to contact Tara Mielnik from the Tennessee Historical Commission and see if she can attend an Information Forum open to the Public at the June Meeting or date set by Tara Mielnik. Greg Stamps seconded the motion and the motion carried unanimously. HOLD A PUBLIC INFORMATION FORUM. ADJOURNMENT: 6:45 P.M.
