COOKEVILLE HISTORIC ZONING COMMISSION
JUNE 12, 2001
5:30 P.M.
The Cookeville Historical Commission met on Tuesday, June 12, 2001, at 5:30 p.m. in the
Council Chambers, 45 East Broad Street, Cookeville, TN 38501.
MEMBERS PRESENT: Anne Lowe, Don Prince, Vern Crabtree, and Calvin Dickinson.
MEMBER ABSENT: Greg Stamps.
CONSIDER FOR APPROVAL THE MINUTES OF MAY 8, 2001. Vern Crabtree made
the motion to approve the minutes of May 8, 2001. Anne Lowe seconded the motion and the
motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL POLICY PROCEDURE FOR DETERMINING
MAJORITY APPROVAL OF PROPERTY OWNERS IN AREA PROPOSED FOR
HISTORIC ZONING. James Mills stated that he had received a letter from Tara Mielnik of
the Tennessee Historical Commission. Regarding the process of property owners voting for
historic zoning in their areas, each property should be treated as a separate unit. Therefore, a
property owner who owns more than one piece of property would receive a separate vote for
each piece of property owned in the proposed district.
Vern Crabtree made the motion to adopt as policy procedure for determining majority
approval of property owners in area proposed for Historic Zoning - one vote for each
property owner. Anne Lowe seconded the motion and the motion carried unanimously.
ADOPTED POLICY.
CONSIDER FOR APPROVAL SCHEDULING OF PUBLIC MEETING WITH
TENNESSEE HISTORICAL COMMISSION REPRESENTATIVE. Vern Crabtree
made the motion to schedule the Public Hearing for the General Public for Tuesday, July 10,
2001 at 5:30 p.m. Calvin Dickinson seconded the motion and the motion carried
unanimously. PUBLIC HEARING SCHEDULED FOR JULY 10, 2001 AT 5:30 P.M.
Vern Crabtree made the motion to have the Public Hearing at the Cookeville Municipal
Building. Anne Lowe seconded the motion and the motion carried unanimously. PUBLIC
HEARING AT COOKEVILLE MUNICIPAL BUILDING.
Tara Mielnik, representative from the Tennessee Historical Commission, will be present to
answer any questions about Historic Zoning.
CONSIDER FOR DISCUSSION PHOTOGRAPH REQUIREMENTS AND
STATEMENT OF SIGNIFICANCE REQUIREMENTS FOR APPLICATION FOR
HISTORIC OVERLAY ZONING FOR NORTH DIXIE AVENUE. James Mills stated
that Dr. Donovan was present for his wife, Marsha, who had questions about the photograph
requirements and the statement of significance.

James Mills stated that staff would take care of the boundary map and photographs for the
application. The Statement of Significance would have to be submitted for the whole area
along with the application.
Vern Crabtree made the motion to accept staff’s recommendation. Calvin Dickinson
seconded the motion and the motion carried unanimously. ACCEPTED STAFF’S
RECOMMENDATION.
