COOKEVILLE HISTORIC ZONING COMMISSION MINUTES JANUARY 13, 2004 5:30 P.M. The Cookeville Historical Commission met on Tuesday, January 13, 2004 at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Don Prince, Calvin Dickinson, Greg Stamps, Alma Anderson, and Mary Jean Delozier. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: See attached Record of Attendance. CONSIDER FOR APPROVAL THE MINUTES OF NOVEMBER 11, 2003. Greg Stamps made the motion to approve the minutes of November 11, 2003. Alma Anderson seconded the motion and the motion carried unanimously. APPROVED. PRESENTATION FROM THE TENNESSEE HISTORICAL COMMISSION. Kevin Chastine, Certified Local Government Coordinator for the State of Tennessee, gave a presentation on Historic Zoning. Historic Zoning is designed to regulate and maintain the character of the exterior of the building only. Historic Zoning helps guide growth and development, protect property values, and provide objective design review. Historic Zoning does not review maintenance or regulate paint color. The only City in the State that regulates paint color is Kingsport and their buildings have to be painted white. Mr. Chastine distributed handouts on the Tennessee Historical Commission and Fact Sheets on Historic Districts, National Register of Historic Districts and Local Historic Districts, Certified Local Governments, and Historic Zoning Commissions. CONTINUE DISCUSSION ON THE FEASIBILITY OF A HISTORIC ZONING DISTRICT DESIGNATION ALONG WEST BROAD STREET DOWNTOWN. James Mills stated that under the provisions of the Cookeville Historic Zoning Regulations two-thirds (66.6 percent) of the property owners in an area proposed for Historic District designation must favor such designation before it can be approved. With 42 parcels in the proposed area the approval of the owners of 28 parcels would be required. Staff has been received responses from 22 of the property owners with 17 indicating they were in favor to Historic Zoning, 3 indicating they were opposed to Historic District designation for the area, and 2 requesting more information. HISTORIC ZONING COMMISSION 2 JANUARY 13, 2004 Several questions by the property owners were answered by Kevin Chastine, James Mills and members of the Historic Zoning Board.
