COOKEVILLE HISTORIC ZONING COMMISSION MINUTES NOVEMBER 11, 2003 5:30 P.M. The Cookeville Historical Commission met on Tuesday, November 11, 2003, at 5:30 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Don Prince, Calvin Dickinson, Greg Stamps, Alma Anderson, and Mary Jean Delozier. STAFF PRESENT: James Mills and Jayne Barns. OTHERS PRESENT: Megan Davis, Tom & Donna Lee, and Robert Reeves. CONSIDER FOR APPROVAL THE MINUTES OF JULY 8, 2003. Mary Jean Delozier made the motion to approve the minutes of July 8, 2003. Calvin Dickinson seconded the motion and the motion carried unanimously. APPROVED. DISCUSS THE FEASIBILITY OF A HISTORIC ZONING DISTRICT DESIGNATION ALONG WEST BROAD STREET DOWNTOWN. James Mills stated that as requested by the Commission, Staff has contacted property owners along West Broad Street in the Downtown area for the purpose of determining interest in the establishment of a Historic District overlay zone for this area. The identified area consists of 42 individual parcels of property owned by 27 different property owners. Under the provisions of the Cookeville Historic Zoning Regulations two-thirds (66.6 percent) of the property owners in an area proposed for Historic District designation must favor such designation before it can be approved. With 42 parcels in the proposed area the approval of the owners of 28 parcels would be required. Staff has been received responses from 14 of the 27 property owners with 3 of the 14 indicating they were opposed to Historic District designation for the area. There was some discussion on the benefits of Historic Zoning, and if the new zoning would affect the current commercial zoning. Mr. Mills explained that the Historic Zoning designation can provide several benefits to property owners in historic areas including preservation of structures, increased input into how the area is developed, architectural guidelines for new construction or additions in the district, and possible grants or low interest loans for rehabilitation projects. Mr. Mills added that the current zoning would remain in effect and the property owners would still have to meet all the requirements for the commercial zoning. Historic Zoning is an overlay zoning that adds an extra protection for the property owner. HISTORIC ZONING COMMISSION 2 NOVEMBER 11, 2003 Megan Davis, Cityscape Executive Director, offered to help distribute information concerning Historic Zoning to the property owners. Ms. Davis stated that the Historic Zoning correlates with the mission of Cityscape. James Mills stated that the next meeting of the Historic Zoning Commission will be scheduled for Tuesday, January 13, 2004 at 5:30 p.m. in the Council Chambers of the Cookeville Municipal Building and he will schedule a presentation from the Tennessee Historical Commission at the January meeting. STAFF REPORT CONCERNING CERTIFICATE OF APPROPRIATENESS FOR 437 FREEZE STREET TO REPLACE ROOF. James Mills stated that the Historic Zoning Commission authorized staff to issue Certificate of Appropriateness on minor repairs and additions and to report those certificates at the next scheduled meeting. Chad McDonald, 437 Freeze Street, replaced his roof using the same materials. STAFF REPORT ON DESIGN GUIDELINES AND SIGNAGE FOR EAST BROAD STREET/FREEZE STREET HISTORIC DISTRICT. James Mills stated that the Department of Planning has not received any information from the residents of East Broad Street/Freeze Street concerning their design guidelines. The residents of the East Broad Street/Freeze Street have reviewed the proposed signage for their Historic District and they are modifying the design. ADJOURNMENT: 6:00 P.M.
