COOKEVILLE HISTORIC ZONING COMMISSION
MINUTES
JULY 8, 2003
5:30 P.M.
The Cookeville Historical Commission met on Tuesday, July 8, 2003, at 5:30 p.m. in the
Council Chambers, 45 East Broad Street, Cookeville, TN 38501.
MEMBERS PRESENT: Don Prince, Calvin Dickinson, and Mary Jean Delozier.
MEMBERS ABSENT: Greg Stamps and Alma Anderson.
STAFF PRESENT: James Mills and Jayne Barns.
OTHERS PRESENT: Kathryn Winters and Tom Stricklin.
ELECTION OF CHAIRMAN AND VICE-CHAIRMAN. Calvin Dickinson made the
motion to elect Don Prince as Chairman. Mary Jean Delozier seconded the motion and
the motion carried unanimously. DON PRINCE ELECTED CHAIRMAN.
Calvin Dickinson made the motion to elect Greg Stamps as Vice-Chairman. Mary Jean
Delozier seconded the motion and the motion carried unanimously. GREG STAMPS
ELECTED VICE-CHAIRMAN.
CONSIDER FOR APPROVAL THE MINUTES OF MARCH 11, 2003. Calvin
Dickinson made the motion to approve the minutes of March 11, 2003. Mary Jean
Delozier seconded the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL APPLICATION FOR CERTIFICATE OF
APPROPRIATENESS FOR CONSTRUCTION OF NEW GARAGE AND
DEMOLITION OF OLD GARAGE IN THE HISTORIC DISTRICT ON THE
PROPERTY LOCATED AT 205 NORTH DIXIE AVENUE. REQUEST
SUBMITTED BY TOM STRICKLIN. James Mills stated that Mr. Tom Stricklin has
submitted for approval an application for a Certificate of Appropriateness for the
demolition of an existing garage and the construction of a new garage at 205 North Dixie
Avenue. Specifically Mr. Stricklin wishes to construct an 18’ x 22’ garage (396 square
feet) to the side and rear of the existing house.
The Zoning Code provisions for the HS, Historic District require that certain
determinations be made in evaluating an application for a Certificate of Appropriateness.
These are as follows:
The proposed action is in harmony with the intent of the HS District
The proposed action would complement other structures within the HS District
The proposed action complies with the “Standards for Rehabilitation” as
promulgated by the Secretary of the Interior

The proposed action complies with the Design Guidelines for the North Dixie
Avenue Historic District.
Applications for Certificates of Appropriateness require the submittal of certain
additional information or materials if necessary to determine compliance. All required
information has been submitted.
Mr. Sticklin indicates in correspondence submitted with the application that the proposed
garage will be constructed in the same architectural style and of materials compatible
with the existing home.
The Design Guidelines for the North Dixie Historic District provide that at least one of
the following conditions exist to justify the demolition of an existing structure: (staff
report in italics)
The Building Inspector has ordered the demolition because of an unsafe
condition. (demolition has not been ordered by the Building Inspector)
The structure cannot be reused. (Mr. Stricklin indicates that the structure cannot
be reused)
The demolition is for an incompatible/non-historic building and demolition will
not adversely affect the street appearance as determined by the HZC. (proposal
may meet this condition)
The denial will result in an economic hardship. (proposal may meet this
condition)
The Design Guidelines for the North Dixie Historic District provide the following
guidelines for the new construction of garages and outbuildings: (staff report in italics)
A new outbuilding shall reflect the character of outbuildings contemporary with
the associated house. The outbuilding shall be compatible, by not contrasting
greatly, with surrounding historic outbuildings in terms of height, scale, roof
shape, materials, texture, and details. Outbuildings shall be appropriately situated
on the lot, to the rear of the property and on a permanent foundation. (proposal
appears to comply with this guideline)
New garages or outbuildings shall be located to the rear of the main house.
(proposal appears to comply with this guideline)
New garages or outbuildings shall be designed to be compatible with the style of
the major buildings on the site, especially in materials and roof slope. (proposal
appears to comply with this guideline)
The scale of new garages or outbuildings shall not overpower the existing house
or the size of the existing lot. (proposal appears to comply with this guideline)
It would appear, based on the information submitted, that the proposed addition will
comply with the required guidelines.

Staff recommended approval of Certification of Appropriateness subject compliance with
Design Guidelines, Building Codes and other applicable codes and regulations of the
City.
Tom Stricklin stated that he would like to remove the existing garage because the
structure is in poor condition and then rebuild a garage in the backyard. The proposed
garage will incorporate historical architectural details to match house.
Calvin Dickinson made the motion to approve the Certificate for Appropriateness for the
property located at 205 North Dixie Avenue, subject to compliance with Design
Guidelines, Building Codes, and other applicable codes and regulations of the City.
Mary Jean Delozier seconded the motion and the motion carried unanimously.
APPROVED.
DISCUSS DESIGN GUIDELINES FOR THE EAST BROAD STREET/ FREEZE
STREET HISTORIC ZONING DISTRICT. James Mills stated that since only one
property owner was present that the discussion on Design Guidelines for the East Broad
Street/Freeze Street Historic Zoning District would be rescheduled until September’s
meeting. Mr. Mills suggested that Mrs. Winters contact some of her neighbors before the
September meeting and see if she could get a committee together to draw up some basic
guidelines for their neighborhood. The Board will help the property owners with their
design guidelines.
Mr. Mills added that he would have the City of Cookeville Sign Shop make a green and
white Historic District sign for the residents on East Broad Street and Freeze Street to
review.
OTHER BUSINESS. There was a discussion about having brochures printed for each
Historic District. Mr. Mills stated that he would invite the new representative for the
Tennessee Historic Commission to one of the meetings and the Board could discuss their
ideals and explore options for funding.
